UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. Maintenance & Construction (M&C) is responsible for general maintenance, repair, and renovations of all University of Washington (UW) main campus facilities including building interiors, exteriors, and grounds, as well as logistics, moving, and disposal of surplus equipment and furniture.
Position Purpose
The Maintenance Zone Manager reports directly to the Deputy Director for Maintenance, Facilities Maintenance & Construction (M&C) and is responsible for the overall leadership and direction of assigned shops and maintenance programs.
The Manager has primary responsibility and accountability for planning and executing the Zone’s maintenance program including corrective, preventive, and planned maintenance programs and providing project input to building renewal, program renewal, and other capital programs. The Manager is also responsible for managing all assigned personnel and resources.
The Manager is an active participant on the M&C Leadership Team and coordinates and interacts on a daily basis with a wide variety of University constituents, consultants, contractors and regulatory officials.
The Central and Southwest Maintenance Zones consist of a building portfolio of 116 buildings, including 19 residence halls and multiple campus dining facilities, totaling approximately 9 million gross square feet. The Southwest Maintenance Zone is the service provider for Housing and Food Services, maintaining student dorms, institutional kitchens, dining halls, grab-n-go convenience stores and multiple espresso cafes. The Central Zone consists of 52 buildings and 3 million square feet. The majority of the buildings in the Central Zone include research laboratories and instructional space.
The Zone Manager is responsible for a budget of $9,000,000 and a staff of approximately 60 employees.
Primary Duties and Responsibilities Safety:
Safety of our employees is the number one goal for UWF. Manager will work closely with UWF Safety Director to ensure assigned employees are taking the required safety training courses and work with assigned staff to make safety recommendations to improve overall safety. Also, work closely with the Manager of Regulated Materials to ensure assigned staff is making the appropriate requests for historical information and using their training when working with regulated materials.
Personnel
Responsible for overall personnel management of approximately 60 employees including professional staff, skilled trades and other classified personnel.
Responsibilities include recruitment and hiring, staff development, work allocation, and performance management. This includes direct supervisory responsibility for five employees including professional staff, administrative personnel, and shop leadership. Determine the requirements and appropriate resources for additional peak period or auxiliary staffing to meet project and program needs. Interpret and apply applicable policies and procedures.
Ensure assigned staff are trained, understand and follow University of Washington, UW Facilities(UWF), and M&C policies and procedures. Make recommendations regarding exceptions to organizational standards and improvements to established practices and policies where needed.
Maintenance Program Management
The Manager is responsible for ensuring all assigned staff are following established UWF and M&C maintenance standards, as well as ensuring that training and safety programs are effective and in compliance with current and changing regulatory requirements.
• Ensure quality of maintenance and repair work and that it is performed in accordance with accepted trades practices, University standards, safety regulations, building codes, and regulatory requirements and in such a manner as to ensure the continuous, uninterrupted operation of the facilities for the University’s activities.
• Manage the Zones Preventive Maintenance program. Regularly review the program with the Preventative Maintenance Manager and initiate appropriate changes to the program as needed to maximize the program’s effectiveness. Develop metrics to ensure assigned employees are completing PM’s as scheduled.
• Initiate and maintain a regular program of building inspections to ensure the quality of work performed by assigned employees meets University, M&C and regulatory standards and requirements.
• Review and approve material orders at the required level to ensure the appropriate and effective use of resources.
Project Management
Work with the leadership to identify deferred maintenance (building renewal needs) in existing facilities and create capital projects to address them. On a routine basis, ensure the deferred maintenance project data accurately reflects the renewal needs of the facilities in the Central and Southwest Zones. Prior to the beginning of each biennium review the data for accuracy, including priority of projects and cost estimates. Create new projects as needed and make adjustments to existing projects to ensure the data is accurate.
Budget/Financial
Develop and monitor annual operating budget including both program revenues and expenses. Control maintenance and repair costs in accordance with budgeted requirements. Forecast operational and organizational changes that impact maintenance costs and ensure these are incorporated into departmental financial plans. Ensure resources are applied consistent with organizational strategy and identify shortfalls that may impact the success of assigned programs. Maintain appropriate cost records and reports. Identify resource shortfalls and communicate this to the Deputy Director.
Organizational Leadership and Engagement
Participate with other Managers as a member of the UWF Leadership Team, ensuring that strategy and operating processes and procedures are coordinated among the department’s various units and across multiple programs. Communicate UWF and M&C strategy to assigned employees and monitor implementation of strategic initiatives within assigned areas and programs. Lead and facilitate new processes and procedures within assigned shops.
• Champion process improvement principles and industry best practices to improve departmental efficiency and drive behaviors that are aligned with and supportive of a world class organization. Ensure each natural workgroup is huddling each day and generating ideas around improving safety and productivity with the use of visual boards and idea cards.
• Develop and implement the use of key performance indicators/operational measures to assess organization performance against strategic objectives including established strategic initiatives. Allocate resources and implement changes to improve performance. Share lessons learned and best practices with other units within the department and the larger Facilities Services organization. Serve as issues champion or owner as assigned.
• Regularly solicit feedback from customers and business partners; identify and resolve any issues that interfere with provision of high quality customer service and satisfaction. Working with the portfolio and account managers, serve as contact with clients for resolution of problems or for consultation on complex maintenance or operational issues.
Coordination
Coordinate with other departments, such as Facilities Construction, Campus Operations and/or outside contractors performing maintenance or construction work within the assigned Zone. Monitor and document contractor performance. Work directly with the Customer Care Team (CCT) to ensure work orders are being processed efficiently and that the Zone is providing work order documentation that will allow the CCT to provide timely feedback to clients on the status of work orders as requested.
Compliance
Ensure organizational compliance with applicable laws and regulations. Interpret requirements; develop, document, and implement procedures; conduct or oversee analysis and reporting; implement or make recommendations for remediation or correction as necessary.
Participate with contractors, architects, engineers and others in design reviews.
Drive service vehicles to review work sites, transport equipment and personnel.

Requirements include: • Bachelor’s degree in construction management, engineering or a related discipline plus eight years of directly related experience which includes supervision/personnel management.
• Outstanding interpersonal and oral/written communication skills and a proven ability to work successfully with people at all levels throughout the organization and with a wide range of internal and external stakeholders. Able to maintain professional behavior and composure in a fast-paced, dynamic, customer service-driven environment.
• Excellent organizational skills. Ability to work independently and successfully prioritize and coordinate multiple programs and assigned tasks. Demonstrated flexibility to meet changing and unpredictable requirements.
