The UW Institute for Learning & Brain Sciences (I-LABS) is an interdisciplinary research center dedicated to discovering the fundamental principles of human learning, with a special emphasis on early learning and brain development. I-LABS research advances our understanding of how, when, and why early learning occurs, with the goal of enhancing the lives of all children.
I-LABS is comprised of a vibrant team of 70+ people: faculty from many different departments across the University, postdocs, graduate and undergraduate students, plus research and core institute staff. Financially, I-LABS is a self-sustaining unit whose work is funded by a diverse portfolio of federal grants, foundation grants, philanthropic gifts, endowments, and RCR funds. We are located in the Portage Bay Building on the Seattle Campus.
I-LABS has an outstanding opportunity for a full-time Program Financial Analyst . The primary purpose of this position is to provide independent, executive level judgement and management for the 90+ budgets in our funding portfolio. This position reports to the Administrator and collaborates regularly with unit leadership. This position is responsible understanding the ‘big picture’ view of I-LABS funds, with the responsibility for budgeting and projecting finances to ensure smooth, continuous operation of the unit.
This position will ideally be well-rounded in general research administration knowledge and experience and will work closely with the Administrator on other finance-related duties such as pre- and post-award management, payroll, and procurement.
This is a one-year position, with the possibility for becoming permanent.
RESPONSIBILITIES: Department Financial Budgeting (60%)
• Develop ongoing monthly budget reports showing budgetary status and financial projections to be used by co-Directors in long-range strategic planning, and decision-making that impacts allocation of funds and/or personnel;
• Ensure that budget spending is aligned with planned spending; advise co-Directors on remedial actions when spending deviates from planned expenditures;
• Prepare financial summaries for the executive leadership;
• Provide ad hoc budget analysis and trend reporting;
• With the upcoming UW Financial Transformation (July 2023), the person in this position will learn and initiate new procedures for reporting and forecasting unit finances.
• Act as point of contact to payroll personnel in other departments for I-LABS PIs budget distributions.
• Ensures personnel expenses are applied to the correct budgets across the department, including research and administrative components;
• Oversee and manage policies and procedures and ensure compliance for Cost Center financial operations and accounting;
• Collaborate with leadership (Directors, Assistant Director, Administrator) on the establishment and overhaul of financial systems and documentation necessary for sustainability;
• The incumbent will have responsibility for understanding and ensuring financial transactions are compliant with all University, State and research organizational rules of financial management.
• Monitor and reconcile monthly expenditures on unit budgets;
• Review and approve all purchasing within a scope determined by the Administrator; remain current on all University procurement and travel rules;
• Initiate check requests and reconcile transactions for unit Accounts Receivable (AR) and Payable (AP)
• Implement budget requests, transfers, and extensions;
• Act as backup for Administrator when necessary.
Payroll and Other Fiscal Duties (20%)
• Develop, implement and monitor policies and procedures to ensure payroll functions in collaboration with the Administrator and Assistant Director;
• Primary point of contact for execution of payroll and all aspects of payroll functionality;
• Oversee departmental payroll entries and distribution changes;
• Verify and approve all departmental payroll record; ensure eFECs and GCCRs are completed and filed according to campus policy.
• Monitor and reconcile monthly expenditures on unit budgets;
• Review and approve all purchasing within a scope determined by the Administrator; remain current on all University procurement and travel rules;
• Initiate check requests and reconcile transactions for unit Accounts Receivable (AR) and Payable (AP)
Grants and Contracts (10%)
Assist Administrator in preparation and submission of grant and contract proposals and RPPRs.
Procurement/Purchasing (5%)
• Review unit Procurement Card (ProCard) transactions; reconcile ProCard purchases including shipping expenses and CTA expenses;
• Process occasional purchase requests using appropriate eProcurement method via ARIBA or ProCard, ensuring compliance with all applicable policies and regulations.
Program Policy and Compliance (5%)
• Implement and monitor policies and procedures to ensure optimal financial operations and fiscal office functioning in collaboration with the Administrator and Assistant Director;
• Ensure departmental fiscal policies and procedures maintain compliance with all departmental, school, university, state and federal regulations; continuously maintain a current body of knowledge on all administration standards, regulations, and practices.
MINIMUM REQUIREMENTS: • Bachelor’s Degree in Business, Finance, Accounting or similar field
• Two to three years of demonstrated experience at the University of Washington, including knowledge of UW financial systems, procedures, policies and offices.
ADDITIONAL REQUIREMENTS: • Position requires demonstrated ability to work on large, complex projects in a deadline-driven environment. This position requires the ability to independently and efficiently complete detailed transactions and routine fiscal work when needed. Proven ability to communicate effectively with high-level academic personnel and ability to work with a broad range of people with tact and discretion is required. The successful candidate will be detail-oriented and a self-starter. Experience with federal and foundation grants and contracts is a plus. Intermediate expertise in Excel is highly desirable. Ability to work independently with excellent organizational, planning, time-management skills and initiative. Ability to function effectively as part of a team.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
