click here. was established by charter in 1972 to organize and coordinate use of federally supported oceanographic facilities in the U.S. UNOLS is an advisory body that focuses on advising federal agencies on all aspects of oceanographic infrastructure. UNOLS membership is comprised of 66 member academic research institutions with 14 of them operating a fleet of 18 research vessels.
The purpose of this position is to:
• Coordinate and facilitate U.S. Academic Research Fleet (ARF) oceanographic research vessel crewmember recruitment, retention, and training.
• Facilitate coordination among all the UNOLS ship operators with regard to the pool of available personnel for crewing oceanographic research vessels of the ARF.
RESPONSIBILITIES: • Review and evaluate all University National Oceanographic Laboratory System (UNOLS) operating institutions’ vessel oceanographic operations in order to better understand shipboard and shore-side duties, responsibilities and operations as well as institutional human resources policies and procedures.
• Investigate institutional and industry standards to create and maintain a Best Practices for crew retention. Topics should include and not be limited to pay, training, schedules, time at sea, and benefits.
• Work with vessel operators to assist with addressing and resolving ARF crewing shortfalls.
• Increase the visibility and availability of information about jobs onboard ARF vessels. This will include but not be limited to:
• Create and maintain a Web page on the unols.org website specifically oriented to providing information to those interested in working on ARF vessels that will include as a minimum – types of positions available on the vessels, qualifications requirements for those positions, and how to apply for them.
• Outreach to maritime academies, community colleges, maritime training schools, vocational technical schools, etc. to elevate awareness of career and job opportunities on Academic Research Fleet (ARF)vessels
• Develop a marketing video for career and job opportunities onboard ARF vessels
• Work with vessel operators to support operating institution vessel crew recruiting efforts which may include coordinating familiarization opportunities on ARF vessels.
• Investigate, evaluate, and develop recommendations regarding establishment of an ARF system for exchange of crew members as may be appropriate. Implement and manage the system as approved by the funding agencies and the UNOLS Research Vessel Operating Committee (RVOC).
• Investigate, research and evaluate the merits of implementing a Crewing Pool concept in coordination with the UNOLS operating institutions’ Marine Superintendents and their Marine Operations staffs.
• Conduct surveys and/or in person meetings with ship crewmembers and vessel operators to assess their needs, concerns and suggestions for improving working conditions onboard ARF vessels.
• Assist the ARF Marine Superintendents and the National Science Foundation’s Program Director for Ship Operations with development of strategies for crew hiring and retention, increasing diversity of the ARF workforce, marketing ARF employment opportunities, and improving crew member training.
• Establish and maintain a database of experienced mariners not currently working in the ARF and who could sail on oceanographic research cruises as needed.
• Work with operating vessel operators to evaluate ARF ship schedules for potential problems with staffing and to recognize opportunities for increasing the crewing support if necessary.
• Assist the NSF and ONR Ship Operations Program Managers as may be necessary with data calls and analysis or as otherwise may be requested.
MINIMUM REQUIREMENTS: Bachelor's degree in science, marine & environmental affairs, marine-related engineering or related field.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS: • Strong background in vessel operations that including sea time aboard oceanographic research vessels
• Strong interpersonal skills and oral and written communication skills, with demonstrated ability to facilitate communication and cooperation among others, lead discussions, and summarize key points
• Commitment to diversity, equity, and inclusion in recruiting and working with others
• Ability to maintain accurate and up-to-date records and information
• Experienced and demonstrated skills in working with databases and information systems
DESIRED: • Management responsibilities in oceanographic research programs
• Experience with vessel crew recruitment, hiring and management
