Compliance and Risk Services serves the University, its mission, and its community by providing enterprise-wide leadership and professional expertise and services relating to key compliance areas and risk management.
The
Title VI Coordinator , in concert with the Civil Rights Compliance leadership team, has University-wide responsibility for coordinating compliance with the Title VI of the Civil Rights Act of 1964, which prohibits discrimination and harassment on the basis of race, color, or national origin, including shared ancestry, ethnic characteristics, and/or religious identities. In addition to Title VI compliance, this role also contributes to a wide range of civil rights compliance issues, including issues relevant to Title VII, Title IX, the ADA/Section 504, and other protected class categories covered by the University's non-discrimination policies. The position supports the University’s commitment to protecting educational access and employment opportunity and preventing and responding to harassment and discrimination. The incumbent facilitates the development of short and long-term strategic plans, and coordinates related initiatives to enhance University operations, programs and services.
The Title VI Coordinator is responsible for coordinating implementation of all applicable regulations and guidance, overseeing any reporting requirements for the University to applicable authorities, and assisting with the University's prevention & education obligations. The incumbent supervises management and analyst/program operations staff as directed, including the Health Care Civil Rights Compliance role, a position which focuses specifically on civil rights compliance in UW Medicine and other health care settings across the UW.
Duties & Responsibilities: Strategy Development • Provide leadership in developing and executing strategic plans for both short-term initiatives and long-term civil rights compliance objectives
• Develop and implement internal measures and reporting mechanisms (quarterly/annual reports) to inform University leadership, the community, and external agencies about compliance status and progress
• Stay informed on emerging issues, regulatory changes, and legal requirements, ensuring proactive adjustments to University policies and programs
• Maintain up-to-date knowledge of relevant laws, case law, regulations, and agency guidance, ensuring alignment with best practices and compliance standards
• Build excellent relationships and partnerships across the University, and with external stakeholders, regulatory agencies, and peer institutions to enhance collaboration, alignment and implement feedback
• Oversee the development and enhancement of a centralized reporting system for civil rights concerns, ensuring consistent review, response, follow-up, and documentation
• Track University policies and procedures, ensuring alignment with federal, state, and case law, identifying gaps, and facilitating necessary revisions
• Lead the review of climate survey results, using data to inform action items and strategic improvements in campus climate and compliance initiatives
• Assist in monitoring compliance measures, deliverables, and priorities to ensure alignment with institutional goals and legal requirements
Leadership & Team Management • Serve as a leader within the Civil Rights Compliance leadership team, providing guidance on initiatives, daily operations, and strategic planning
• Lead and participate in meetings, working groups, and Steering Committees, ensuring cross-departmental collaboration and effective implementation of compliance strategies
• Foster a collaborative and high-performing team environment, promoting open communication, shared goals, and professional development
• Supervise and support staff development, career growth, and training for the Manager for Health Care Civil Rights Compliance and additional team members
• Conduct performance evaluations, identify professional development opportunities, and address performance concerns in a timely and constructive manner
• Serve as a primary liaison with peer institutions and associations, ensuring alignment with national best practices and compliance frameworks
• Provide subject matter expertise and consult with University offices and personnel on responsibilities related to Title VI compliance and civil rights policies
• Offer guidance and input on proposed federal and state legislation related to civil rights compliance
Program Development & Administration • Oversee the administration and implementation of key compliance programs and initiatives related to Title VI, Title VII, Title IX, ADA/Section 504, and other related laws
• Coordinate with Intake & Support and Investigation teams to ensure a timely and effective response to reported concerns, complaints, and conduct matters
• Assist in addressing student concerns, student group issues, and departmental compliance matters, identifying both formal and informal resolution options
• Consult with the AVP of Civil Rights Compliance, legal counsel, campus partners, and unit leadership on complex reports and broader institutional impact
• Develop and improve structured informal response options, working with Student Life/Affairs, HR, UW Medicine, and other campus units to strengthen early intervention pathways
• Design and enhance tools and systems that provide guidance and support for workplace and community impact management during and after investigations
• Provide educational outreach and training to ensure the University community understands their rights, responsibilities, and available resources
• Lead efforts to publish quarterly and annual compliance reports, providing transparency into civil rights activities and initiatives
• Manage data tracking and assessment activities to prevent, identify, and address potential hostile environments
• Act as the primary point of contact for Civil Rights central reporting activities, ensuring effective operations and compliance oversight
• Serve as the primary liaison to the University’s Bias Response Teams, ensuring civil rights requirements are effectively integrated into response systems
• Maintain accurate records and documentation related to compliance coordination and reporting
• Perform other duties as assigned to support University-wide civil rights compliance efforts
Lead Responsibilities: Title VI policy review and issue response; central reporting system oversight; data review to assess and address systemic or patterned concerns; quarterly/annual reporting to leadership and the UW community; bias response team collaboration.
Supervisory Responsibilities: Manager for Health Care Civil Rights Compliance, and other management and analyst/program operations positions as directed.
Requirements: • Bachelor's degree and 5 years or more of progressively responsible professional experience and demonstrated success working or advising in a similarly complex environment, ideally leading and coordinating aspects of institutional compliance; to include 2 years of leadership/management experience, and demonstrated commitment to developing others
• Knowledge of Civil Rights Laws and Regulations and understanding of Title VI, Title VII, ADA/Section 504, and other civil rights laws, ensuring institutional compliance and best practices
• Proven ability to manage multiple complex projects simultaneously, utilizing excellent organizational, analytical, and problem-solving skills to drive efficient execution and successful outcomes
• Demonstrate capacity to analyze information, evaluate results, and develop strategic solutions to complex challenges in compliance and policy enforcement
• Exceptional written and verbal ability to write concisely, translate complex legal and regulatory information into accessible language, and communicate effectively across diverse audiences
• Negotiation and mediation experience
• Experience working with teams, fostering teamwork, and leading collaborative initiatives to enhance civil rights compliance and institutional effectiveness
• Demonstrated commitment to building respectful and inclusive environments; ability to build relationships, establish collaborative partnerships, and work with a wide range of constituencies with diplomacy and tact; demonstrated ability to lead discussions to consensus
• Familiarity with neutral intake, assessment, interviewing, and investigation activities
• Ability to develop, guide, advise on appropriate education and outreach to various audiences, including senior leaders; and
• Excellent judgment, the ability to deal with confidential and sensitive information, and unquestioned integrity and trustworthiness
Desired: • Juris Doctor degree or Master’s degree in Social Work, Public Administration, Psychology, Education or related field;
• Experience working directly on Title VI or other civil rights issues for a university;
• Comprehensive knowledge of Title VI
• Familiarity with Title VII, Title IX and/or the ADA;
• Demonstrated experience in analyzing, prioritizing, and operationalizing complex and emerging compliance issues.
• Experiencing building new programs and initiatives
