OBJECTIVES/PURPOSE:
- Supervise R&D / Clinical import and export activities within the EU.
- Ensure Takeda R&D import/export activities are conducted in accordance with Customs and other applicable governmental regulations and guidelines.
- Act as liaison with Customs/Tax authorities and administer special customs procedures such as Tariff Suspension, Inward Processing, Bonded Warehousing and Preferential Origin Applications.
- Operate in a individual contributor role with an emphasis placed on supporting both import/export logistics activities and applicable trade compliance activities.
ACCOUNTABILITIES:
- Supervise Takeda’s EU Customs Broker relationships and direct daily import and export activities.
- Manage Inward Processing Authorization applications, Preferential Origin applications and Duty Suspension filings.
- Prepare relevant import/export documents (i.e., pro forma/customs invoices, application for import/export permits, veterinary permits), request valuations for R&D materials, provide classifications of HTS (TARIC) and determine Country of Origin.
- Support the maintenance of a centralized, automated import/export system by updating trade regulations of countries and product classifications.
- Collaborate and work cross functionally with internal stakeholders proactively to influence (networking, interacting with senior personnel. Working under direction. with support and ensure import/export solutions being considered adhere to international trade regulations.
- Supervise Transportation Service Providers when necessary (carriers and freight forwarders).
- Manage future DG / ADR / IATA activities (Certification would be expected within the first year)
CORE ELEMENTS RELATED TO THIS ROLE:
- Must understand the Harmonized Tariff System and EU Customs Code.
- Must have advanced working knowledge of import Duty and VAT, Intrastat reporting and T1/T2 transit bonds and Inward Processing.
- Ability to interact effectively at high levels, between internal customers, suppliers and external vendors to manage and resolve issues and to provide effective feedback.
- Must be able to recognize potential conflict and escalate when necessary.
- Must have hands-on experience with WCO standards, identifying when global import-export regulations apply, EU Customs, Dual Use items and controlled-substance.
EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS:
- Bachelors Degree (EU Equivelant), preferred in Business, Tax, Logistics or similar.
- 8 years experience in Logistics and Trade Compliance
- 2 years experience importing/exporting advanced R&D, Medical Devices, Chemicals, High-tech electronics or Defense industry items.
- Strong understanding and ability to interpret the EU Customs Code.
- Excellent communication, organizational, interpersonal, and writing skills and personal judgement
- Ability to work independendly and exercise independent sound judment
- Ability to cleary advise, explain and discuss material and complex matters with internal collegagues and external customers
- Ability to develop, present, and follow through on innovative solutions
- Must e a team player and have the ability to lead and train cross-functional project teams
Preferred:
- Advanced understanding of Inward Processing management and Preferential Origin determinations and applications
- Hands-on experience working directly with Revenue, Tax and Customs Authorities
- ADR/IATA Certifications
