Purpose of Job

We are currently seeking a Sourcing and Procurement Manager Lead in San Antonio, TX, Phoenix, AZ, or Charlotte, NC location.

Consults on sourcing solutions, negotiates agreements, and manages relationships to optimize return and mitigate risk for USAA. Supports value generation sourcing and profitability improvement initiatives to enable business leaders to supplement the workforce, scale business operations, deliver operating efficiencies, and better serve our members through global service providers. Serves as a sourcing and contracting expert in meeting client needs while adhering to the end-to-end procurement and third-party risk management lifecycle and applicable laws and regulations. Optimizes USAA's use of third parties and collaborates with appropriate personnel within Procurement and across the Enterprise to drive compliant sourcing and contract execution activities.

Primary Responsibilities:

  • Identifies and manages existing and emerging risks that stem from business activities and the job role.
  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled.
  • Follows written risk and compliance policies, standards, and procedures for business activities.
  • Conducts all phases in the development of highly complex or technical and strategic acquisitions of third-party/affiliate solutions to include consulting on statements of work, creating requests for proposals, identification of qualified suppliers, proposal evaluations and negotiation of pricing, services, and contract terms.
  • Leads and provides direction to cross-functional teams in the design of innovative sourcing plans and solutions to achieve client's strategy through deployment of third-party solutions.
  • Interprets the provisions and specific terms of all contract risks with a primary focus on strategic and complex risks risk contracts that could cause the Enterprise to face significant risk, coaches and mentors junior Sourcing and Procurement with contract risk mitigation
  • Drives the collaboration and engagement of Legal and other subject matter experts as needed to interpret and ensure accuracy of contracts resolve escalated issues.
  • Facilitates and leads efforts with key stakeholders to gather complex business requirements and specifications to design third-party solutions to achieve optimal business outcomes.
  • Utilizes leadership, collaboration, and influencing skills to translate strategy into viable options for third-party solutions.
  • Advises in the development of contract specifications to achieve pre-established savings, quality, and risk/cost avoidance targets.
  • Influences senior leaders on third-party utilization to achieve overall strategic/operational objectives.
  • Collaborates with internal stakeholders and suppliers ensuring value added, compliant, and consistent procurement experiences across assigned client group.
  • Enables execution of the sourcing strategy and category plan by leveraging business acumen, contracting, and sourcing subject matter expertise, and best practices.
  • Drives collaboration and issue resolution throughout the sourcing execution process.
  • Serves as the sourcing expert, providing direction and coaching to others across Procurement on complex issues.
  • Builds credibility for the Procurement organization and the sourcing solutions business model with clients and stakeholders to drive the third-party strategy.
  • Creates and evaluates commercial models, client demand and volume drivers, and creates negotiated alternatives for complex contract actions requiring intricate negotiation.
  • Utilizes extensive experience in Procurement Strategy and planning to develop highly complex sourcing strategies.
  • Leads develops, and mentors cross functional teams.

Minimum Education:

  • Bachelor’s degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

Minimum Experience:

  • 8 years of experience in complex procurement strategy, to include planning, sourcing, and/or solutioning, to include 6 years or experience managing complex supplier relationships and/or contract negotiations in a highly regulated industry.
  • Exemplary experience designing end-to-end procurement strategies.
  • Demonstrated track record of leading sustainable high-impact strategic sourcing approaches.
  • Knowledge of the strategic sourcing procurement lifecycle and procurement best practices and methods.
  • Advanced knowledge applicable procurement policies, laws, and regulations.
  • Experience coaching and/or mentoring procurement professionals on relevant procurement regulations and industry best practices.
  • Progressive experience leading cross-functional teams or projects requiring strong collaboration, facilitation, and negotiation skills.
  • Expert experience leveraging analytical tools, including Microsoft Office products and other applicable business software, to develop analysis, charts, and/or supporting documentation.
  • Excellent communication skills with experience communicating and presenting to senior leadership.

Preferred Experience:

  • Degree in Supply Chain or Procurement
  • IT sourcing experience (e.g., SaaS, Hardware, IT services)

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $106,800-$192,300*( this does not include geographic differential it may be applied based on your work location)

Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.

*Geographical Differential: Geographic pay differential is additional pay provided to eligible employees working in locations where market pay levels are above the national average.

Shift premium: will be addressed on an individual-basis for applicable roles that are consistently scheduled for non-core hours.
