LM’s Integrated Warfare Systems Sensors (IWSS) Division is currently seeking an experienced, professional Associate Software Engineering Manager reporting directly to the Senior Manager of the Oasis and Training Products department in the Combat System Integrated Engineering organization. This First Line Management (FLM) position will manage the day-to-day operations of a group of approximately twenty (20) Software Engineers who support the Virtual Combat Display System (VCDS) software product, which is a part of the Synthetic Combat Operator Trainer (SCOT) product. In addition to supporting naval training applications, this product also supports other visualization development activities for prototyping, wargaming and Internal Research and Development (IRAD).
A ‘Secret’ level U.S. security clearance is required prior to start.
Primary Responsibilities:
• Personnel and resource management, including ongoing performance assessments, career development & guidance, administration of work assignments, merit and salary actions, training plan management, staffing/recruiting and rewards & recognition
• Assign direct reports work tasks, collect feedback and provide performance appraisals, assist with career planning, and identify training development for direct reports
• Conduct staffing and manpower planning to support current and anticipated projects, including interviewing and hiring personnel while balancing staffing demand, supply and affordability
• Ensure that work is accurately represented in the Global Resource Information Database (GRID) for supported programs
• Define, communicate and coordinate staffing priorities as well as funding requirements with the appropriate project leads
• Manage the design and development of the Virtual Combat Display System (VCDS) Synthetic Combat Operator Trainer (SCOT) software products for mission critical applications
• Responsible for the technical, cost, and schedule execution of software development activities for a number of simultaneous program milestones and objectives
• Provide the leadership necessary to pro-actively identify and resolve issues that may impact the ability to achieve Mission Success
• Engage in program software development activities across the full software development life cycle, ensuring the appropriate standards, processes, procedures, and tools are applied on assigned programs
• Monitor technical performance, evaluate individual and team performance, control budgets and schedules in support of customer objectives, generate cost estimates for work to be performed, provide status to the center’s senior management and engineering program managers, and support center and business level initiatives
• Make innovative contributions to the development of new business opportunities and product line road maps
• Define and lead the execution of strategic initiatives that align with DevSecOps and Digital Transformational goals
• Partner with the Oasis Training software leadership, System Engineering leadership, the Surface Navy Training Program Manager and the Surface Navy Chief Engineer to ensure the overall execution, quality and strategic direction of the overall SCOT Product as well as the VCDS component
• In addition, the Associate Software Engineering Manager will be given the opportunity to advance the craft of software engineering, implementing new and modern tools and techniques
Basic Qualifications:
• Bachelor’s degree or higher from an accredited college in computer science, software engineering or electrical and computer engineering
• Nine (9) or more years of professional experience in full lifecycle of software engineering or systems engineering for software intensive projects
• Four (4) or more years of direct tangible experience and understanding managing software and systems engineering efforts using Agile methods, processes and practices
• One (1) or more years of Cost Account Manager (CAM) and Earned Value Management (EVM) experience
• One (1) or more years of proposal and/or capture experience
• Demonstrated experience in leadership with the ability to communicate and build effective and trusting relationships with customers, management, teammates, peers and subordinates
• Full-spectrum management experience including resource and staffing requirements, performance assessments, mentoring, etc.
Desired Skills:
• Master’s degree from an accredited college in computer science, software engineering or electrical and computer engineering
• In-depth understanding of C++ and/or Java
• Experience with DevSecOps
• Experience with Software Metrics
• Knowledge of Aegis and Ballistic Missile Defense programs, including the Common Source Library (CSL)
• Experience with System Integrated Engineering Processes (SIEP) or Aegis Computer Program Standards (CPS)
• Agile certification
• Must be capable of matching career opportunities to desires and goals of direct reports
