Description:The CH-53K Flight Test team is currently seeking a highly motivated, self-driven, flexible individual with proven communication / organizational skills, familiarity with full criteria earned value and experience in project and program management. The Project Manager has the authority and accountability for specific Control Accounts within the Flight Test Integrated Product Team (IPT). They are responsible for the development, definition, and management of the scope, schedule, and budget for the work contained in their Control Accounts. The Project Manager will also be responsible for the oversight of the Control Account and Work Package Managers programmatically reporting to them. The CH-53K Project Manager, Flight Test is a critical part of the Program Management Team and will report directly to the Assistant Program Manager, CH-53K Flight Test as well as receive guidance from the Deputy Assistant Program Manager (DAPM).
Key Responsibilities Include:
Act as a primary Earned Value point of contact for the IPT and provide direction and oversight to any Work Package Managers.
Directs and manages all costs, quality, schedule, financial and technical performance requirements of their product family and associated subcontractors. Act as the main focal point to the subcontractor for the program management office. This includes analysis of program data and metrics to determine Control Account performance. Develop Control Account variance reports per Lockheed Martin’s Program Performance Management Process and program standard work for full criteria earned value system compliance.
Using the CH-53K Risk and Opportunities process, work with the Assistant Program Manager, Deputy Assistant Program Managers, Technical Leads, Work Package Managers, and Financial Analyst to develop plans to mitigate cost growth and develop realistic Estimates at Complete (EAC).
Work with the Assistant Program Manager, Deputy Assistant Program Managers, Technical Leads, Work Package Managers, and Program Planning and Control (PP&C) analyst to mitigate schedule variance, including the development of accurate schedule projections and Estimates to Complete (ETC).
Work closely with the Chief of Test to ensure ETC and staffing alignment between the IMS, Work Force Analytics, Basis of Estimates, Program Estimating, and headcount reporting tools. Review salary/hourly labor on a weekly basis to determine trends and evaluate performance against the Basis of Estimate.
Work closely with the Finance and PP&C analysts, to prepare for and present in daily project manager, Program/IPT level, and monthly DCMA surveillance reviews. This includes the running of weekly task execution meetings within the IPT.
Work closely with Engineering counterparts to ensure all designs are released on time and all technical issues are resolved and parts are received prior to system level flight test. The Project Manager will assist their engineering counterparts in removing any programmatic obstacles to enable mutual on time success.
Report status on key projects on a regular basis to Leadership / Program Executives. Develop and deliver presentations to internal and external audiences including Sikorsky, DCMA, and NAVAIR. Resolve internal management issues and escalate if needed. As a Project Manager, this individual will be directly involved with, and relied upon, to provide these unparalleled capabilities to the United States Marine Corps. Therefore, the Project Manager will work with the NAVAIR customer at times.
Basic Qualifications:
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 5 years of professional experience; or 4 years of professional experience with a related Masters degree. Considered an emerging authority.
