Description:Derco Aerospace, Inc., an industry-leading aerospace distributor of spares, components, and services, is seeking an experienced and self-motivated Program Manager who is looking for a challenging work environment. Responsible for supporting the capture manager during the proposal phase and executing the C-130 ACPBL program (a DLA logistics support contract through Lockheed Martin) with teams located in Georgia and Milwaukee. The program manager will interface directly with the Defense Logistics Agency Aviation, contracting agency, and USAF senior leadership as required to ensure the logistics and supply chain performance and execution across all relative retail and wholesale inventories for the C-130 platform. In addition, the program manager will be responsible for the overall management of the programs team executing the program. The program manager will oversee activities to ensure all contractual requirements are met. Participates in all phases of program from inception through completion. The program manager will be primary customer contact for weekly program action item reviews activities, leading daily LM internal program review sessions, and maintaining program Action Item List. Monitors adherence to complex procedures as they apply to management of all site operations. Develops Basis of Estimates and Bills of Materials for new work that must be submitted on proposals. Collaborates and monitors performance of Statements of Work. Leads the Commercial market place wave transition from DLA to LM commercial. Possesses strong communication skills and is able to demonstrate the ability to effectively lead virtual teams and ensure completion of tasks. Develops new business or expands the product line with customer. Establishes milestones and monitors adherence to master schedule, identifies program problems, and recommends solutions for the program. Chairs the PMO Risk and Opportunities board. Responsible for proposing new strategies and vision of program across the base period. Responsible for the development and execution of the programs Program Excellence Plan. Tracks and reports on programs Earned Value.
Additionally, the selected candidate will:
- Support PTW, drive PTW goals into DTC targets, negotiate and manage DTC targets throughout the proposal time frame
- Oversee development of the Basis of Estimates (BOE) and ensure the proposed solution can be delivered within these estimates
- Ensure adequate technical and contractual requirements are established and that documented selection criteria consistent with program requirements and priorities exist to successfully direct source selection decisions
- Identify and assess risks to program execution requirements, plans and goals
- Lead INAR development
- Assist Capture Manager in preparation for, and conduct of, all Gate Reviews
- Develop proposal to program transition plans and recommend pre-award transition actions to meet business goals
- Maintain knowledge of program contractual requirements
- Support program financial goals
- Remain fully knowledgeable of program status to assure accurate customer reporting requirements are met
- Must maintain total supply chain management capability
- Assure training and compliance with procedures and policies
- Manage/mentor/communicate with the PMO to foster teamwork, safety, and a diverse culture
- Establish and maintain a strong customer rapport
- Review program performance by monitoring daily/weekly/monthly reports
- Responsible for all program activities, contract performance, administration, infrastructure, training, ESH, employee development
- Assure contract deliverables are provided to the customer per contract and LM IMS
- Maintain close contact with customer to sustain satisfaction
- Provide program status and emerging issues to TLS and Corporate as necessary.
- Promote program growth opportunities within contract scope.
Basic Qualifications:
- DOD Supply Chain Management experience and knowledge of best practices – USAF or DLA
- Logistics and supply chain subject matter expert
- Knowledge of Earned Value Management Systems.
- Candidate must be proficient in Microsoft Office applications to include Word, Excel, Project and PowerPoint.
- Strong oral and written communication skills are required. Senior level customer communication and strategic relationships
- Ideal candidate must be capable of working in an environment that is fast paced, demanding, and requires independent thinking, problem resolution and action with no direct oversight by senior management.
Desired Skills:
- Prior 2nd Line Management Experience and previous Program Management experience
- AF ALC and DLA experience
- Supply Chain Management experience, preferably with DLA or USAF
- Have a minimum of ten (10) years of experience working in a business/program management environment. Experience in working under a DOD contract is a plus.
- Understanding of project/program management principles. PMP certification
