About this role

Chief Operating Officer (‘COO’), Japan

The COO oversees all operational aspects of BlackRock’s business on behalf of Country Management. This includes ensuring the sound operational set-up, stability, risk management, organizational efficiency and discipline of the business in Japan.

The COO leverages and coordinates cross-functional teams to address these needs, including the indirect management of Risk, Legal & Compliance (L&C), Finance and Tax, Human Resources, Business Operations, Business Support and Business Management as well as IT and Office Management. The COO also acts as a senior contact for regulators.

While partnering closely with the Country Head, the COO also acts as a bridge between Japan and the rest of APAC, and more broadly with global colleagues to promote a flow of information, bringing and sharing best practice.

Overall, the Japan COO has primary accountability for Japan country risk in all phases of a fiduciary, including regulatory and operational risk.

Key Responsibilities:

Key responsibilities of the Japan COO include:

Drive Firm and country objectives and accountability for results:

Coordinate annual business objectives, budgets and targets in partnership with functional and regional leaders.

Drive Japan governance forums including ExCo, PDC, RCCm Town Halls and other local leadership cross functional committees

Oversee annual cost and expense planning and monitoring

Govern and drive progress against Firm and country objectives

Coordinate quarterly and annual business reviews

Partner with HR, local and regional leadership to set and track the following initiatives: talent, inclusion & diversity, graduate & intern, promotion and Employee Opinion Survey

Partner with head, Corporate Communications and CIO to build BLK reputation in country / sub-region

Own and drive key strategic initiatives and operating model projects with key focus on the operating platform:

Own key projects across integrations, new product launches, operating model enhancements, talent initiatives and technology enhancements

Own the Japan footprint and real estate strategy

Raise the bar on technology integration, enhancements and upgrades, including further BLK exploration and usage of new Aladdin capabilities

Drive Japan adaptation to deregulation, ensuring first-to-market when a strategic priority

Optimize tax efficiency in partnership with Finance / Tax, including maintaining updated SLAs as iHub usage grows

Primary accountability for Japan risk in all phases of a fiduciary, including regulatory and operational; expected to manage key operating issues:

Own and manage operational risk events in coordination with RQA

Drive Japan adaptation to stronger regulations, ensuring fiduciary adherence

Own BCM as country lead crisis manager

Own all Internal Audit items impacting Japan

Partner with Legal & Compliance and respective management team(s) to ensure market-leading corporate governance through strong committee and board structures

Partner with ES and RQA as owner of country Information Security Risk and Technology Risk Management

Own vendor oversight for all 3rd party providers, regardless of Japan departments utilizing services of same; partner with RQA, Compliance and SVM as appropriate

Monitor gift & entertainment expenditures by both employee and external recipient to ensure adherence to Firm and local regulations

Knowledge /Experience:

  • Experience driving cross-functional projects and seeing them through to completion
  • A track record of engagement and leadership on strategic projects
  • A strong contributor with the ability to remain calm when delivering in a fast-paced environment with tight deadlines and competing demands
  • The ability to effectively manage projects and influence stakeholders; results oriented and able to “roll-up the sleeves” in order to accomplish necessary tasks
  • Ability to navigate ambiguity and build credible trusted relationships with peers, partners and senior colleagues
  • A strong understanding of the firm’s business, of client needs and the industry in which we operate, including the regulatory agenda
  • Someone who is intellectually curious with the ability to take initiative and deliver results in a matrixed organization
  • Excellent written and oral communication skills
  • Extremely high attention to detail
