Team Overview

The Resilience, Safety and Security team (RSS) is part of the broader Enterprise Services team, which contributes to the continued success of BlackRock through strategic solutions and business services that provide each employee with an efficient, resilient, safe, and high-performance work experience. Enterprise Resilience, Safety and Security is comprised of four key functions – Business Continuity Management (BCM), Disaster Recovery (DR), Security and Safety. The team has the responsibility for ensuring a risk-based management approach to protect BlackRock staff and visitors, reputation, physical and information assets, and operations from disruptive events.

Position Purpose

This position will support the China Resilience Safety & Security (RSS) program implementation and work to maintain a strong Security and Health & Safety Compliance and regulatory requirements. This role will be responsible for periodic Corporate Security & Safety Risk analysis and coordinate with the functions for ongoing program enhancement. This role will report to the China Head of Enterprise Risk, Resilience & Response, who will provide leadership across implementation activities and strategies.

This role will work with the China Head of RSS to establish, cultivate, and maintain relationships with partners in the BlackRock entities to be able to effectively understand and represent their interests.

A solid candidate for this position will be able to deliver quality and quantity for both the program and business functions it serves in China and is highly adaptable in crisis situations.

Your key responsibilities:

Crisis Management

  • Perform ongoing monitoring of disruptive incidents and timely escalation to the concerned stakeholders to ensure appropriate response and communications.
  • Work with China Head Resilience, Security and Safety to provide support during emergencies, incidents or crises that require the activation of business continuity plans.

Corporate Security

  • Coordinate with Enterprise Service, HR, L&C to manage office access management and Compliance to CCTV record management in line with regulatory requirement.
  • Periodically review local regulatory guidance on Incident response, Security and Safety rules and escalate identified gaps (if any).
  • Responsible for Physical Security risk assessment of the China offices and data centres and ensure compliance to the BlackRock entity policies.
  • Assist in the response to China entities security incidents related to the safety of our employees and offices.
  • Responsible for Security and Health & Safety (H&S) Project delivery
  • Responsible for physical security operations in China office and participate in security compliance audits.
  • Engagement with external security forums, law enforcement and other entities.
  • Coordinate with the vendors to ensure implementation of agreed service levels for security related service calls to ensure security system (Access control and CCTV) uptime in line with local regulatory requirements.
  • Support travel and event security for China entities.
  • Responsible for internal and external threat monitoring, escalation and response to any security and H&S incident affecting BlackRock assets, resources, and brand.

Health & Safety

  • Must be knowledgeable about environmental, health and safety (EHS) regulations and operational processes and procedures to support programs and compliance initiatives across the China entities.
  • This role supports programs that include but are not limited to EHS compliance monitoring and auditing, vendor due diligence, pandemic, and emerging health concerns, EHS incident management, ergonomics, travel and event safety, emergency preparedness, radiation safety, workplace injury and illness prevention, and hazard identification / risk assessment programs.
  • Key responsibilities will be to deliver programs to each office considering local nuances and requirements.
  • Work with local stakeholders to create H&S program awareness among the staff working from multiple offices and data centers in China.

Qualification, Experience & Key Competencies:

  • Bachelors or higher degree (or 4+ years of related job experience)
  • Strong analytical and data visualization skills
  • Operational awareness of Security and Health & Safety domain
  • Strong written and verbal communication skills and presentation skills
  • Strong technical knowledge of Microsoft Office (Excel, Power Point, Word, Outlook, Power BI, Tableau)
  • General Financial Services industry experience (preferred)
  • Team player and ready to learn attitude
  • Willing to provide support during a crisis 24/7/365, if needed
  • 4+ years of working experience in Security, Health & Safety and Project Management (preferred)
