PayPal’s Global Credit Risk, Seller Risk & Collections team is seeking a Business Risk & Control Lead (BRCL) to manage the full life cycle of GCSC Policy Change management for our US Consumer Products and Long-Term Installments Product. In addition, you will also have ownership & responsibility for our US Adverse Action program. This position will work closely with our external bank partners and involve strong partnership & collaboration and technical skills. You will work with GCSC Policy Owners to understand their strategies, goals, and key objectives and ensure practices are in full compliance with Regulatory guidance. The Business Risk and Control Lead (“BRCL”) is responsible for helping the Product/Business owner manage the risk that they own over the product/business. The BRCL manages and executes risk processes that exist in the first line, such as risk identification, risk assessment, risk and control evaluation, management and resolution of issues and incidents, Annual Risk and Compliance Plan (“ARCP”) output, and risk reporting for products, functions, and jurisdictions (as applicable). This role is also responsible for managing product/business-specific risk forums, and interfacing with the Second Line of Defense to understand and apply risk frameworks and protocols.
  • Develop and maintain relationships with the GCSC teams to understand adjustments to strategies, provide support for new product launches and understand associated control impacts.
  • Develop and maintain relationships with the senior executive level bank partners.
  • Lead a team with responsibilities for BRCL activities and adverse action program regulatory requirements.
  • Develop and maintain product specific Adverse Action procedures and track related changes through real-time updates as new initiatives are introduced through the Credit Governance process.
  • Ensure Adverse Action notifications are meeting regulatory requirements as well as Bank partner standards
  • Support annual risk assessment and mitigation response activities related to Adverse Action.
  • Coordinate the review / approval process for new initiatives, procedures, or changes to existing strategies between our bank partners, legal department, compliance, and Snr. Management to identify any potential risks that may impact project and/or business timelines.
  • Manage the relationships between bank partners and appropriate internal stakeholders, and ensure follow-ups are conducted in a timely manner.
  • Represent risk management in internal project meetings to provide status updates on internal and external approval process as it relates to each initiative.
  • Represent GCSC as the First Line of Defense (FLOD) for all product specific testing, audit and external exam related engagements.
  • Perform risk assessment activities including risk identification, documentation, risk rating and control evaluation.
  • Create and maintain risk and control inventories including Capabilities, Products, Processes, legal entity, risks and controls
  • Ensure all bank testing and oversight requirements are met, including but not limited to, on-site and remote activities.
  • Identify product changes with associated control impacts and ensure appropriate implementation through the product development lifecycle
  • Drive execution of issue, incident, complaint and ARCP remediation
  • Review and derive insights from key risk metrics for GCSC, interpreting the data provided through dashboards and reporting (such as reg exams, complaints, incidents etc.) from centralized teams
  • Maintain strong understanding of key risk management principles and PayPal products and services within GCSC

Job requirements

  • Bachelor’s degree or equivalent.
  • 3 years of Audit, Risk, Compliance, Regulatory, banking or similar experience
  • Experience in managing risks, controls, and/or compliance obligations, preferably in the financial industry including managing or supporting the following:
  • The identification, assessment, control, and response to risks;
  • Execution of risk response plans, including the development, prioritization, and communication of same
  • Driving adherence to risk and compliance policies and procedures.
  • Monitoring key risks and identifying emerging risks; and
  • Navigating within a three lines of defense model to address risk matters.
  • Experience in control and/or process design
  • Track record of driving action to support business results
  • Strong People Management skills
  • Strong Communication & negotiation skills – possess the ability to persuade & influence at all levels.
  • Demonstrate the ability to be an independent critical thinker
  • Possess the credibility and reputation to achieve effective working relationships with senior executives across the organization and in a matrixed organization
  • Ability to provide risk expertise through a practical, business lens
  • Ability to multitask effortlessly and manage competing priorities under demanding deadlines.

  • Strong computer knowledge; excellent MS Word, Excel, Visio, and PowerPoint skills.
