We are in search of a Proposal Manager to join our remote team, with energetic members located near Pittsburgh, PA and Morgantown, WV. As a Proposal Manager your work will be directly related to the National Energy Technology Laboratory’s (NETL) pursuit of reimbursable work and enables funding and research growth within the Research and Innovation Center (RIC). You will be responsible for leading a team in identifying and pursuing opportunities for expanding funding sources (e.g., non-FE DOE, other federal or government agencies, CRADA partners, private-sector organizations) across NETL, but especially RIC. This work includes close collaboration with the NETL client around pre-award development, including budget creation and proposal submissions. Collaboration with post-award team members will be required.

Primary Responsibilities Include:

  • Conducting market research, and then streamlining processes around identifying and communicating information on funding opportunities to NETL personnel (e.g., FOAs, RFPs, BAAs, DOE Lab Calls, SERDP and other Federal Agency solicitations, etc.).
  • Preparing team members for client business council assessments to communicate value propositions, support risk reviews, and then help facilitate go/no-go decisions for proposal development.
  • Directing and/or participating in all aspects of complex proposal preparation to secure federal funding, including creating templates and collecting boilerplate materials (e.g., facility/equipment descriptions, NETL overview, resumes), developing hundred-million-dollar and multi-year budgets, ensuring compliance with funding opportunity requirements, handling the receipt of deliverables from NETL and any teaming universities/organizations, envisioning graphics, reviewing and editing content, and assembling final documents.
  • Working with NETL researchers and proposal coordinators to develop comprehensive multi-organizational proposal budgets including completing complex budget forms required by the funding organizations and preparing Field Work Proposals.
  • Developing and maintaining proposal schedules with NETL researchers and external teaming partners including small and large businesses, universities, and other national laboratories.
  • Establishing and then managing formal proposal review processes and colored review teams.
  • Coordinating technical, quality, and management review teams per set processes, to strengthen the proposal and ensure compliance with funding opportunity and applicable government rules and regulations.
  • Ensuring that electronic proposal packages are submitted by due dates.
  • Optimizing processes around collaborative, cross-functional team interactions, teams consisting of proposal coordinators, potential partner organizations, researchers/subject matter experts, finance staff, and review teams.
  • Making staffing/resourcing assignments, assisting with proposal development scheduling.
  • Assessing and then recommending new content management or similar collaboration business tools and/or systems, as applicable.
  • Collecting, tracking, and analyzing submitted proposal data; auditing weekly, monthly and quarterly reports and developing custom reports for NETL upon request; enhancing reporting processes or tools that assist NETL in managing reimbursable work efforts and pursuits.
  • Leading the development of brown bag seminars and other programs or materials to educate staff on the logistics and strategies of pursuing reimbursable work.
  • Envisioning, presenting to clients, executing, and then project-managing new innovative strategic projects to address business challenges.
  • Overseeing team administrative duties and ensuring completion, e.g., required training, timesheet submissions, and other administrative tasks for both Leidos and the client

Required Qualifications:

  • This position requires a bachelor’s degree and 8+ years of professional proposal experience
  • Proven experience in business development and/or marketing management
  • Experience in people and project-managing the development of grants/proposals for sponsored research
  • Experience working within or in close support of a national laboratory, university, or federal research and development environment
  • Experience in reviewing complex government solicitations (e.g., FOAs, RFPs, RFIs, BAAs)
  • Knowledge of project and program management principles and methodologies
  • Proficiency in Microsoft, Word, Excel, Access, PowerPoint, Teams and SharePoint
  • Excellent verbal and written communication skills, as this fast-paced position requires extensive interface with all levels of the federal client and potential collaborative partners
  • Excellent organization and documentation skills; attention to detail; and an ability to troubleshoot, resolve administrative problems and respond to inquiries in an accurate and timely manner

Preferred Qualifications:

  • Certification in Proposal Management
  • Experience in business development, marketing management, and capture planning
  • Financial experience developing budgets for government proposals, including in-depth knowledge of finance ethics and accounting practices
  • Experience working in the industry or government organizations focused on energy
  • Experience collaborating on proposals with researchers, scientists, and/or engineers
  • Experience using customer relationship management (CRM) systems, e.g., Salesforce or similar
  • Membership in the Project Management Institute (PMI®) or similar organizations
