The Role:

The Affirmative Action Plan/Equal Employment Opportunity Compliance Program Manager will be responsible for providing strategic oversight and direction for the company on Affirmative Action Plan (AAP) programs and other programs related to federal, state and local EEO requirements including Executive Order 11246, Section 503 of the Rehabilitation Act and the Vietnam Era Veterans’ Readjustment Assistance Act. In the event of an Office of Federal Contract Compliance Programs audit, this role will act as primary point of contact and partner with other functions as required.

In addition, this role will consult and partner with other HR Compliance experts including Diversity, Equity & Inclusion, Human Resources, Talent Acquisition, and GM Legal Staff to prepare data and analysis for diversity hiring, government contract compliance, and functional consulting. You will also be required to create and deploy strategies and solutions to maintain GM’s Diversity, Equity & Inclusion, Equal Employment Opportunity, and Affirmative Action compliance programs.

Responsibilities:

  • Develop, manage, and improve enterprise-wide strategies and processes to ensure federal and state compliance related to employment matters
  • Oversee, coordinate, and review annual compilations needed for state, federal and local reporting compliance, including annual reporting (EEO-1 and VETS 4212 annual reports, etc.)
  • Develop and monitor annual Affirmative Action Plans (100) and provide strategies and briefings to leadership teams across the organization
  • Complete/close out government reports and Affirmative Action Plans each year generating results, recommendations, and action plans.
  • Partner with GM Legal Staff to prepare and respond to internal and external audits (OFCCP, DOL, EEOC)
  • Analyze, recommend and implement/modify plans for compliance with VEVRAA and Section 503
  • Consult with and/or lead cross-functional team, including representatives from Talent Acquisition, Human Resources, People & Data Analytics and GM Legal Staff
  • Communicate with field Human Resources and management with reports and progress updates; train field HR and management on OFCCP and other government compliance
  • Create, establish and sustain communication and educational strategies regarding employment compliance issues to leadership, Human Resources, and business partners
  • Recommend and partner in the implementation and sustainability of technological platforms
  • Keep up-to-date on Industry trends, regulations and employment law and modify processes and procedures as needed
  • Technical knowledge and skills sufficient to develop, use, and modify AAP databases

Additional Job Description

Requirements:

  • Minimum 7+ years’ experience managing HR Compliance, Equal Employment, and Affirmative Action Programs, including U.S. OFCCP and EEO Compliance
  • BS/BA degree in Human Resources, Business, Accounting, Statistics, or other related field. Equivalent work experience [10+] may be substituted for educational requirements
  • Technical knowledge and skills sufficient to develop, use, and modify Affirmative Action databases
  • Excellent verbal and written communication skills, experience writing Affirmative Action plans preferred
  • Excellent computer skills/ experience with: Excel, Word; HRIS database (Workday) for managing employee personnel information, recruitment and reporting.
  • Superior knowledge of FMLA, ADA, USERRA and Title VII
  • Demonstrated proficiency in developing and managing AAPs.
  • Experience working successfully with auditors and DOL, OFCCP and EEOC
