Job Description The Production Operations Program Manager manages moderate to highly complex programs/projects involving the program development, production, and technical support. Provides competitive advantage to the company by managing the project/program's defined scope on schedule, within budget, and at the expected level of quality in accordance with the contract terms. Serves as the Operations’ primary point of contact and manages stakeholder communications with team, Program Management, customers, and BAE Systems management on Operations’ programs status.
Location/Schedule/Travel:
- This position will work onsite and be based out of York, PA.
- This role will work on a 9/80 schedule where you will have every other Friday off.
- There may eventually be up to 10% of travel involved.
Responsibilities:
- Provides Operations’ program leadership in Program/Project Execution from program capture through delivery.
- Develops long term and strategic approaches, manages program launch and execution, anticipates and resolves problems, and ensures inter-group cooperation to meet all program obligations and objectives.
- Manages program Initiation and Capture.
- Develops Operations’ strategies for proposal preparation, negotiations, and pricing decisions.
- Supports the contract administrator during major proposal negotiations.
- Leads the Operations’ program planning.
- Develops and executes a manufacturing program execution plan, including stakeholder analysis, establishing internal/external program plans, budgets, schedules, and resources necessary to achieve program goals.
- Plans and manages cross functional (Direct and Indirect) resources ensuring all project obligations and objectives are met. This includes identifying and acquiring resources, providing project leadership, and anticipating and resolving inter/intra group conflict.
- Supports BAE Systems’ Lifecycle Management (LCM) implementation.
- Ensures program documentation is of acceptable quality and completeness.
- Understands the program financial position including managing and reporting the Operations financial inputs/results.
- Participates in LCM reviews as an Assessor or Chairperson.
- Supports Risk and Opportunity management activities.
- Interfaces with customers on all Operations’ program issues.
- Manages the program Close Out Process.
- Supports the contract administrator during contract closure process.
- Manages the orderly closure and disposition of all Manufacturing processes and equipment.
- Documents Operations’ lessons learned and archives all program records.
- Actively promotes a culture of safety, health, and personal well-being for self, employees. and the program team.
- Maintains a safe work environment and ensures compliance with safety and environmental objectives and policies.
- Complies with all company policies and procedures including but not limited to ethics, export control, proprietary information, document/record retention, public communication, etc.
- May support hiring, training, evaluating, mentoring, and disciplining employees.
- May support the development of employees and shares responsibility of self-development with immediate supervisor.
Required Education, Experience, & Skills - Bachelor’s Degree and 8 years of experience or equivalent experience
- Experience in Program/Project/Operations Management
- Experience in Production/Manufacturing
- Ability to lead a moderate to highly complex program throughout the program lifecycle
- Ability to initiate, plan, execute, monitor, control, and close projects
- Ability to prioritize, multi-task, and delegate
- Ability to plan strategically
- Ability to effectively negotiate win-win outcomes
- Ability to use objectivity, creativity, and analytical ability to solve problem
- Ability to effectively manage interpersonal relations and conflicts

- Excellent oral and written communication skills
Preferred Education, Experience, & Skills - Graduate Degree a plus
- Professional Certifications (PMP, APMP, PM Core, etc.) a plus
- Experience in Defense/Government Contracting a plus
- Experience in FAR/DFAR a plus
- Experience in Life Cycle Management (LCM) a plus
