Description: Responsible for successful initiation and management of strategic and improvement Initiatives and large ongoing programs thatinvolve multiple projects and operational components and require coordination with other programs. Guides the planning processto develop the vision and business rationale, defines program structure and establishes the overall approach. Coordinates multipleprojects and ensures that the work products and processes of the project teams meet the defined standards.
Essential Responsibilities: Program governance: Establish and direct program governance, including policy and standards development and publication, process workflow design, roles and responsibilities and escalation mechanisms. Track and communicate program and project performance, risks, impacts and mitigation measures; escalate as required. Manage program scope with inter team managers, peer managers and management sponsors within division and outside. Identify, monitor and control inter-program dependencies. Mentor and coach security specialist. Support staff performance management processes. Promote best practices, retrospective reviews and continuous process improvement. Ensure projects are completed on time and within budget. Ensure all processes comply with enterprise standards and procedures. Stakeholder management: Identify stakeholders who provide deliverables and/or input to the program and those who are affected by the results of the program. Work with both contributing and affected stakeholders to define their input, touch point, impact management and governance processes. Create and implement program communication plans. Work with program sponsors to refine and tune critical communications. Create and implement organizational change management plans to address people and organizational groups that are affected by the program. Service management: Define vision, rationale and service offerings in alignment with division and enterprise strategies. Create program proposal or charters as needed. Support leadership to identify needed funding to appropriate scale service offering. Track contribution of each project to the consolidated program charter. Communicate with executive leadership as needed regarding metrics covering service offering within privacy, security and enterprise risk profile of the enterprise. Other Program Development duties as assigned. Basic Qualifications: Experience
Minimum ten (10) years of experience leading complex medium to large scale enterprise technology projects to completion. Education
Bachelor's degree in information technology specialty or OR four (4) years of experience in a directly related field. High School Diploma OR General Education Development (GED) required. License, Certification, Registration
N/A Additional Requirements: Program/project management experience, contract negotiation, experience in a regulatory environment, and implementation of regulatory requirements. Demonstrated success in organizational adoption of new programs. Working with multiple levels of management in both formal and peer context. Managing technology audits, both with internal audit functions and external audits. Demonstrated systems thinking expertise. Group facilitation and consultative skills. Ability to analyze complex problems quickly. Familiarity with program or sector-specific concepts, practices, and procedures. Excellent communication skills; oral and written, formal and informal, prose and presentation style, to wide-ranging audiences. Demonstrated ability to organize and disambiguate complicated and chaotic scenarios. Critical thinking and root-cause problem solving skills. Ability to simplify and summarize complex topics for non-technical and technical audiences. Ability to prioritize responsibilities. Strong attention to detail. Strong project management skills. Strong conflict resolution ability. Ability to work cross-functionally and lead teams without direct reporting authority. Ability to move quickly in a dynamic and fast-moving environment.
