Role Description:
An exciting opportunity has arisen for a VP to join our established Financial Crime team based in Mexico City The role will provide Financial Crime Program support to the rapidly growing BlackRock Mexico business, including the Mutual Fund, Investment Advisory, Alternative Investment and SMA (Separate managed Accounts) businesses, in all areas of Financial Crime risk covering anti-money laundering (AML), sanctions, counter-terrorism finance (CTF), anti-bribery and corruption (ABC) and Fraud. The role, however, has a strong emphasis on AML. The successful candidate will need to be a subject matter expert in Financial Crime with strong stakeholder management skills
Key Responsibilities:
- Act as point of contact and trusted advisor to various business lines (Alts, mutual funds, SMA) on day to day financial crime compliance issues and escalations.
- Work with the business and other key stakeholders to identify and mitigate the risks associated with existing and new business;
- Build strong alliances with counterparties within the Americas financial crime team and work with them to leverage capabilities and skills in order to mitigate risks associated with BlackRock’s businesses in Mexico;
- Manage training program for members of the BoD, officers and employees;
- Deal with daily escalations of adverse news, PEPs and sanctions alerts associated with clients; Assist the business with the review of investment management agreements (IMAs) and provide guidance on financial crime risks;
- Oversee the onboarding of high risk clients and ensure the financial crime review is accurate and completed in a timely manner; periodically review medium and low risk client onboardings;
- Update and maintain the AML Manual and ensuring compliance with local regulations and Global policy standards
- Conduct investigations of suspicious activities and draft SARs and other regulatory reports as appropriate
- Support compliance team in responding to regulatory or audit requests/exams
- Manage periodic meetings of governing bodies, including meeting materials and minutes
- Possess a strong understanding of Mexico’s AML and KYC requirements with a focus on institutional customers
- Support ad hoc Mexico and LATAM BlackRock projects as required;
- Review policies and procedures to ensure they are fit for purpose and up to date;
- Carry out periodic review and monitoring of the KYC onboarding function as it relates to Mexico-based clients;
- Support the MLRO for Mexico in the production of relevant management information and contribute to the submission of Board reporting
- Maintain focus on the changing financial crime regulatory and legislative environment and carry out gap analysis of financial crime related legislative changes
Knowledge/Experience:
- Strong technical knowledge of Anti-Money Laundering/Counter Terrorist Financing regulations, particularly in Mexico, is essential;
- Knowledge and experience of Anti-Bribery & Corruption and Sanctions also desired;
- Experience within a similar level position in Compliance, with involvement in all aspects of financial crime;
- Experience with KYC, screening and transaction monitoring systems including MINDS, Bridger, Quien es Quien, WorldCheck, Lexis Nexis, etc.
- Excellent communication skills to influence stakeholders, regularly liaise and be a point of contact for the business regarding financial crime issues and the ability to articulate complex situations;
- Be solutions orientated and use initiative;
- High standard of accuracy and excellent attention to detail;
- Very strong Spanish and English written and verbal communication skills for report writing and presentations;
- Ability to prioritize workloads and adhere to deadlines;
- Excellent organizational skills;
- The ideal candidate would have excellent interpersonal skills, and a strong personality, combining energy, enthusiasm, resilience, tenacity and diplomacy.
- 8 plus years of AML experience required
- Holding CNBV certification on AML/CTF is required
- Holding a CAMS certification is preferred
