Description: This managing level employee is responsible for providing the overall direction for the development and application of a formal Global Quality Services Framework and to take accountability for the delivery of software quality assurance test strategies. This position provides direction to ensure the provision of end-to-end quality assurance across all SQA domains, while managing the development and approval of comprehensive project plans and testing initiatives.
Essential Responsibilities: Directs the operation of multiple units and/or departments by identifying customer and operational needs; analyzing resources, costs, and forecasts and incorporating them into business plans; gaining cross-functional support for business plans and priorities; translating business strategy into actionable business requirements; obtaining and distributing resources; setting standards and measuring progress; removing obstacles that impact performance; guiding performance and developing contingency plans accordingly; and ensuring products and/or services meet customer requirements and expectations while aligning with organizational strategies. Demonstrates continuous learning and maintains a highly skilled and engaged workforce by aligning resource plans with business objectives; overseeing the recruitment, selection, and development of talent; motivating teams; preparing individuals for growth opportunities and advancement; staying current with industry trends, benchmarks, and best practices; providing guidance when difficult decisions need to be made; and ensuring performance management guidelines and expectations drive business objectives and results. Develops a network of partnerships with cross-functional enterprise IT and business leaders to support the review and approval of testing approaches. Develops guidelines and best practices to ensure test plans and timelines are aligned with project/program milestones. Provides overall direction and takes accountability for the delivery of quality assurance (QA) test strategies for IT initiatives across enterprise QA domains by reviewing and providing second-level sign off on testing scope and approach for large-scale or high impact initiatives. Oversees and addresses critical issues, dependencies, and risks related to testing. Oversees the development and takes accountability for the quality assurance (QA) test strategies, methodologies, and standard processes for IT initiatives in assigned area by reviewing the results of business and technology requirements analyses to verify testability and traceability. Oversees and ensures the development of test scenarios and execution of test cases meet established standards across all testing phases (e.g., SIT, Performance, UAT, Automation, Production, Validation). Manages and oversees the adherence of entry and exit criteria according to Kaiser testing standards. Oversees quality assurance projects and initiatives by reviewing staffing needs and overall work plans. Provides second-level authorization for exceptions and waivers, and meets with leadership to address contingency plans, as appropriate. Minimum Qualifications: Minimum four (4) years IT experience working across multiple IT domains and business units in a corporate setting. Minimum four (4) years supervisory experience. Minimum two (2) years managing operating budgets. Bachelor's degree in Business Administration, Computer Science, CIS, or related field and Minimum eight (8) years IT experience, including at least Minimum four (4) years SQA project management, consulting, or leadership experience. Additional equivalent work experience may be substituted for the degree requirement. Preferred Qualifications: Three (3) years of work experience in a role requiring interaction with executive leadership (e.g., Vice President level and above) Four (4) years experience in a leadership role of a large matrixed organization. Two (2) years experience overseeing vendor relationships. Six (6) years experience working on project(s) involving the implementation of software development life cycle(s) (SDLC). Six (6) years experience writing technical documentation in a software testing or quality assurance environment. Master's degree in Business Administration, Computer Science, CIS, or related field.
