Program Overview

The overall objective of the established Emission Reduction and Sequestration Initiative to transform the behaviors of individuals and organizations to be more aware of their negative environmental impact, act upon it and could scale up their positive contribution for the current and future societies. One of the ways WRI Indonesia will achieve this is through making a mobile application for community to measure their emission based on their lifestyle. a web-based environmental emission monitoring processes and systems. The Consultant is expected to provide services to develop from scratch a database and data flow pipeline for the website application of emission program that compliments the mobile version in terms of content and algorithm, as required by WRI Indonesia and its clients/partners’ relevant sustainability programs.

The overall contribution of The Consultant would be to design, construct, install and maintain a highly scalable data engineering and management system with user-interface for the EMISI App and its relevant data sources. Specifically, The Consultant would co-lead the identification of data and its sources, implemented to a usable database in the objective to digitalize procedures of user emission calculation, forest fund disbursement and tree monitoring data of the EMISI App. The database would be accessed by various analysts at WRI Indonesia, which requires a front-end user-interface. The Consultant will work closely with WRI Indonesia’s analysts and App Developers to unlock data that could be used for administrative procedures and sustainability-related analysis.

Objectives

As mentioned above, WRI Indonesia is currently developing EMISI program that requires the Consultant’s expertise in:

1. Improving development of the existing EMISI App database and data pipeline, usable for administrative procedures and data analysis in context to the EMISI App. This includes documentation of its relevant procedures.
2. Designing and developing user-interface/platform for relevant stakeholders of the program to provide required information and data analysts to utilize the constructed database.
3. Identifying data forms, functions, sources and relevant stakeholder roles that are well-documented through common industry standard practices to achieve sound development of the database/user platform and its ongoing usage.
4. Improving features and API of the EMISI app in aspects of data tailored for feasibility of clients and user usage.
5. Providing expertise in solving problems, recommend ways to improve reliability, efficiency and quality in relation to IT aspects needed to deliver high-quality products of WRI Indonesia's initiatives.

Job Responsibilities

1. System Identification & Documentation (30%)

• Identify a feasible data framework and procedure design relevant to the needs of the EMISI team and its clients.
• Understand data scientists, fund managers and planting partners’ requirements to build scalable data pipeline to support those requirements.
• Lead on origination of system development documents (Business Requirement, API spec & Documentation) to achieve the intended objectives of the initiative.

1. System Development (60%)

• Develop a monitoring platform that can be used by relevant stakeholders of the program, previously designed by The Consultant.
• The current platform is developed using: React Native; Vue JS; Node JS; Express JS
• Database: MongoDB
• Server: Ubuntu 20.04 LTS
• In collaboration with WRI Indonesia's EMISI Program’s Mobile App Developer and wider IT team, conduct or support programming processes towards effective and efficient IT system to accelerate the implementation of EMISI Program, including its maintenance, digitalization, and overall improvements.
• In collaboration with the Project Coordinator and WRI Indonesia’s Jakarta Team, design IT-related business processes that can accommodate user needs for EMISI Program.

1. Coordination Related to IT Works (10%)

• Collaborate with WRI Indonesia’s EMISI Team App Developer, Sustainability Analyst and other relevant colleagues to identify Business Requirement Process documents for the data framework and support communication with external clients to solve integration needs.

Deliverables

1. At the end of assignment, the Consultant submits a Final Platform Deliverables that includes his/her accomplishments for the entire work period, including reports that describes constraints and any recommendation for improvement.
2. Implemented minimum one website development, maintenance and debugging for current stakeholders/partners including its API document and user guideline to be handed over to WRI Indonesia team.
3. Reports and products/results shall be submitted in electronic to the Sustainable Land Use & Emissions Project Lead.

Job Qualifications

Required Qualifications:

• Legally able to work in Indonesia.
• Bachelor's degree in a related field, preferably with coursework in information technology, software engineering, and system information.
• Minimum three years of experience in system and software development including in setting up and maintaining data infrastructure.
• Understanding of, and experience in OOP concept and functional programming.
• Understanding of, and able to develop platform and website using these technologies: JavaScript, CSS, and HTML.
• Understanding of, and able to use JavaScript framework (VueJS, AngularJS, React and NodeJS), Docker Container, RESTful API, Git, Continuous Integration dan Deployment.
• Understanding of concept and implementation of relational and non-relational database.
• Understanding of, and able to use Database program such as MongoDB.
• Fluent in Bahasa Indonesia and English.

Preferred Qualifications:

• Understanding of, and ability to develop platform using these technologies: HTML, PHP, XML, JavaScript, and CSS.
• Understanding of, and experience in horizontal and vertical scaling for application infrastructure
• Understanding of, and experience in modular system architecture
• Understanding of, and experience in security system
• Understanding of, and experience in big data
• Has experiences in partnership with Indonesia government institutions, civil societies and/or the private sectors.
• Proficiency in problem solving processes toward achieving IT excellence in transportation industry or cities.

Duration

The duration of this contract for the Consultant is 1 April to 3o September 2021 (a total of 6 months). Extensions are possible following project needs, Consultant’s performance, and budget availability.

Terms of Payment

Daily rate consultant with maximum 90 (ninety) working days for the entire duration of this contract, with no minimum working days per month. The Consultant will be paid on monthly basis following approval of timesheets.

Final candidates might be required to take a writing test and to produce two writing samples when needed.

Consultant rate: Consultant rate is commensurate with experience and skills.
