The Chief Operating Officer (COO) of PayPal Pte. Ltd (3PL) is responsible for leadership, management, Board representation and strategic oversight across entity governance, service delivery and project management to ensure the efficient and effective implementation of the Global Entity Management (GEM) program building a source of strength in the management of regulated entities. This role will ensure the appropriate controls, administrative and reporting procedures and resources are in place to implement the GEM program and provide support to the VP, CEO of 3PL. The position accomplishes this through a respectful, constructive and energetic style, guided by the objectives of the company. This role will report directly to the VP, CEO of 3PL and dotted line report to the VP, Risk & Platforms Governance.
Responsibilities
- Partner with COO colleagues, Legal, Controllership, Tax and GR across entities to deliver fit for purpose robust GEM programs that build entities that are a source of strength for the company
- Accountable person of the Outsourcing Policy, Standard and Framework which drives consistency across 3PL and subsidiaries in compliance with local regulatory and contractual obligations.
- Provide support to the 3PL CEO as required to drive effective oversight and management of 3PL.
- Lead, manage or review various key projects for 3PL or it’s subsidiaries.
- Provide objective independent governance, service delivery, licensing advice and recommendations.
- Represent 3PL with regulators locally and across entities as required (accountable person).
- Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the company
- Lead or participate in regional and local event management teams as part of Business Continuity or Crisis Management workstreams
- Serve as a credible business partner across entities to CEO/Presidents and other key stakeholders
- Motivate and lead a high-performance management team; attract, recruit and retain required members of the executive team not currently in place; provide mentoring as a cornerstone to the management career development program.
- Prepare various reports of department activity and progress for 3PL CEO.
- Foster a success-oriented, accountable environment within the company.
- Mentors direct reports, to create a culture that both drives results and people development
- Establish credibility throughout the organization and with the board as an effective problem solver; be viewed as approachable and as a mentor on various Service Delivery, Licensing, GEM issues

Person Specification - Qualifications/Experience/Skills /Competencies
- 20+ years of related experience in relevant field
- Required/Preferred education, i.e. Master's degree, Post Grad - Legal
- Possess personal qualities of integrity, credibility, strong communication skills and commitment to our mission and vision
- Financial Management
- Extensive management experience

- Experience within a highly regulated environment.
