Technical Product/Program Manager

The Technical Product and Program Manager (PM) charter is to undertake complete ownership of end-to-end delivery of critical technical products, programs and initiatives in eBay.

We are looking for a seasoned PM who is knowledgeable and passionate about leading the design, execution and strategy of our portfolio of Software Development Products, Tools, Environments and Services. This PM is responsible for long and short-term product vision, prioritization of engineering team backlogs, translate requirements into user stories, writes (Story Level) Acceptance Criteria and business value scoring and success tracking. We are looking for a passionate Technical Program Manager to manage cross-functional platform engineering programs right from inception to delivery.

As a Lead Product & Program Manager, you will:

  • Be accountable for on-time delivery, high quality, on-budget, and effective operations of multiple products and programs across dynamic business, administrative and technical disciplines throughout eBay’s entire development, operations and release life cycle.
  • Partner with technology architects, hardware/software engineering and infrastructure/site/tooling operations to identify areas in need of improvement to increase development productivity, velocity of quality releases, reduction of support issues, accelerated cycle time along ebay’s product lifecycle, decrease churn rates to execute products and programs, increase customer happiness, minimize team fatigue and decrease support/change/bug-fix requests. Drive policies, standards and governance setting and implementation to sustain goals and outcomes.
  • Orchestrate multiple teams, programs/projects, initiatives to align very large-scale implementations. Define product strategy, execution plans, objectives, priorities, budgets, schedules, dependencies, documentation, outcomes and requirements.
  • Dedicatedly mitigate risks across the development and release process from inception to production launch through post-production support. Identify technical impacts on the organization as they relate to business requirements. Help clear through disagreements, open issues and dependencies are resolved between cross-functional teams.
  • Regularly lead and participate in executive and team meetings to evangelize and present program progress and technical constraints to other teams and dependent programs. Lead partner engagements and negotiations of resources, budgets and time to meet target goals.
  • Define and ensure adequate measurements and metrics for programs are current and aligned with technical and operational scope. Craft and maintain scorecards to track lifecycle performance.

Required understanding and experience to perform the following:

  • Serve as the Product Owner and/or Delivery Owner (TPM) in Agile processes across program, initiatives, partners, dependencies and portfolios. Able to utilize formal SDLC to coordinate system development activities; provide project status reports; identify and define user needs; analyze project proposals; develop conceptual systems requirements; develop systems integration requirements; build systems phasing plan; provide business application consultation; provide problem tracking/management; and prepare and deliver presentations.
  • Orchestrate the improvement and maintenance of all layers in the system, application, physical IT infrastructure, connectivity, security, telemetry and tooling, IT operations (physical, servers, network, storage, cache, cloud, systems) and influence lifecycle processes. Experience with the entire lifecycle process of software development and related system procurement, on-boarding, technology refreshing and off-boarding of code, devices and capacities for large scale enterprises. Strong background in system performance, application capacity allocation, compliance audits, IT governance, reporting, enterprise problem management and enterprise-wide monitoring.
  • Define and lead software automations bringing to bear software development perfection and best of breed agile practices. Experience engaging and contributing to open source communities a plus.
  • Invents with technical program leads approaches to support architectural designs and solutions to enable team to execute his/her plan of action. Understands the value of leveraging latest technical advances. (Optimization of code, processor architecture, automation code coverage, etc.). Promote and champion an operational excellence culture.
  • Understand cyber security disciplines such as vulnerability management, information risk management, identity and access management, encryption, networking architecture and security operations.
  • Lead engineering, administration and customer engagements through problem detection, diagnosis, remediation and resolution. Able to analyze and formulate action-plans from technical designs and architectural considerations across audits, alerts, diagnostic trace data, standards/compliance requirements, operational procedures, etc.
  • Spot systemic problems and rally the right team to pursue them. Assume responsibility and drive ownership for issue resolution. Anticipate problems and complications, leverage your strong analytical and qualitative skills to formulate solutions accelerating successful outcomes. Invent approaches to support architectural designs and solutions to enable team to execute his/her plan of action.
  • Communicate and collaborate with multiple application and IT domain teams effectively across all levels of the organization (including technical and non-technical audiences, Senior Leadership, VPs and the C-Level executives). Discuss, oversee and identify key technical, product and design/architectural constraints, dependencies, needs to support program. Work with tech leads to drive discussions, options and decisions with a strong attention to detail.
  • Able to make compromises to ensure successful execution. Propose solutions to technical constraints as well anticipate bottlenecks. Good conceptual thinker to articulate business opportunities and technical solutions. Drive technical resolutions and cross team product deliverables.
  • Promote and foster an operational and engineering excellence culture. Act as the link between technical teams (composed of programmers, engineers or marketing staff) and upper management. Act as a management level to help clear through disagreements, open issues and dependencies are resolved between cross-functional teams.
  • Prioritize and define scope to meet target initiative needs in a timely manner given available resources. Negotiate the use of resources, budgets, schedules. This includes creating and executing against the project plan, proactively mitigating risks, and managing the development and release life cycles from inception to production launch and post production support. Able to manage multiple products and interdependencies associated with the program. Identify technical impacts on the organization as they relate to business requirements.
  • Define and ensure adequate measurements and metrics for programs are current and supportive of decisions and critical path identification/prompt diagnosis. Confirm technical scope is in alignment with known metrics.
  • Understands physical infrastructure requirements (server, network, database) and manages procurement. Able to articulate complex product and technical aspects, attributes, functionalities and dependencies of large scale programs across multiple domains and product areas.
  • Identify technical impacts on the organization as they relate to business requirements. Spot systemic problems and rally the right team to tackle them. Good conceptual thinker to articulate business opportunities and technical solutions. Drive technical resolutions and cross team product deliverables. Anticipate problems and complications, and formulate solutions so as not to impede the progress of the program.
  • Manage and orchestrate all core team discussions and drive policies, standards and governance setting and implementation to sustain goals and outcomes YoY. Able to manage and correlate critical paths across multiple programs to determine and manage escalations and set team focus to address those constraints.
  • Propose solutions to technical constraints using their technical expertise and experience, as well as provide expertise for escalated quality problems, and anticipate bottlenecks in the development cycle working with their technical team, architects, leads and management. Able to make compromises to ensure successful execution.

Job Requirements:

Minimum qualifications

  • B.S. in Engineering or equivalent experience from an accredited institution.
  • 8+ years Network, System, Hardware and/or Software technology deployment experience within company IT technology divisions. Experience leading teams through process optimization, tools and data integration and software automation development.
  • 10+ years of Product and/or Program Management experience within or working with engineering team(s).
  • Strong experience with software development tools, practices, agile tools such as Jira, Wiki and effective document and process management tools.
  • Excellent social skills, organizational and ability to communicate effectively with both technical and nontechnical individuals.
  • Strong project and strategic program management skills with the ability to work on and track multiple projects simultaneously and with cross functional teams.
  • Strong agile delivery methodology, scrum and Kanban experience.
  • 5+ years’ proven track record of successfully launching multi-dependent and complex technology products and services with geographically distributed teams in complex platform environments.
  • Proven ability to think creatively and strategically when implementing products and solving problems.
  • Technically savvy and able to ramp up on technologies quickly.
  • Exhibit strong passion and commitment to the values and mission of eBay and have ability to motivate teams to reach company objectives and follow cultural values.
  • Strong experience with Data Analysis, AI concepts and KPI-metric definitions.
  • Proficient in infrastructure, operations and IT data/application platform standards & technologies: IT Asset provisioning and onboarding processes; IT Operations; Problem/Escalation Management; Cloud Computing, Security, Database and Data Center assets.
  • Individual will need be able to start fast and contribute right away.

Preferred Qualification

  • Large-scale project planning and budgeting. Knowledge of regulatory processes, Sarbanes Oxley (SOX) compliance, multi-vendor contract management and procurement.
  • Experience in Technical Consultancy industry preferred
  • Individual will need be able to hit the ground running and contribute right away.
  • MS in Engineering, Computer Science or related technical field.
  • Prefer at least 2 years professional consulting; 2 years in program/project management; and formal training in SDLC methodologies.
  • Prior software engineer and senior network operations/administration experience a plus. 2+ years Software Engineering or Scripting experience with Python, Perl, Go, or Ruby.
  • 5+ years of Networking, System Administration or Software Engineering experience.
  • Experience automating device configuration and management.
  • ITIL and/or Project Management Professional (PMP) certifications preferred but not necessary. Other professional management courses/certification a plus. Functional expertise in one or more of the following required: Leading multiple projects of utmost complexity and scope, in various stages of the SDLC, at one time. Agile Project Management methodologies.
  • People management experience and team mentorship skills experience strongly preferred.
