Your Role and Responsibilities
The Managing Consultant for Medicare & Medicaid Innovation is responsible for serving as a business leader in IBM Watson Health’s U.S. Federal business segment. This position will support federal government clients by applying policy expertise, program knowledge, technology, data, and analytics to best address their current and future needs. The leader will oversee consulting teams that support contracts for the Centers for Medicare & Medicaid Services (CMS) and other federal agencies. In addition, s he or he will be accountable for the financial performance and highest quality delivery of the contract(s) that she or he leads, and will utilize his/her existing federal agency, academic, and industry relationships to contribute to the reputation and growth of the IBM Watson Health Federal team.
The successful candidate brings demonstrated experience in executing CMS programs either directly as an CMS employee or indirectly as an industry consultant with a specific focus on delivery system reform and/or program innovation. Experience working in a consulting environment and/or demonstrated ability at leading diverse teams to win federal contracts related to CMS programs around innovation is ideal. Experience and/or interest in the integration of technical and analytic strategies such as artificial intelligence, natural language processing and other technical solutions to solve pressing Medicaid and Medicaid policy-related problems is a plus.
Essential Responsibilities will include:
Overseeing consulting teams in projects that apply combined expertise in healthcare policy, delivery system reform, healthcare program operations, financing, and data analytic methodologies and techniques to enhance value and outcomes for the nation’s federal healthcare programs.
Serving as a national thought leader in the areas of Medicaid and Medicare by representing Watson Health at external meetings and serving on expert panels.
Portraying a leadership role in driving Watson Health Capabilities into new and existing federal markets. This will involve working closely with the federal growth teams, the go to market staff, and the accountable senior leader for each federal agency identified.
Working with the State GHHS government group and other internal stakeholders to support value-based care growth in business among state health programs as it is related to Medicaid but not limited to these areas.
Building effective relationships and a collaborative environment with Watson Health cross-functional teams to deliver compelling presentations, demonstrations and proposals that result in new business revenue.
Engaging in the department’s recruitment and staff development efforts by proactively and consistently identify labor and subject matter expertise demands. Also by recruiting consulting leaders and delivery professionals for prospective engagements at Watson Health.
Required Technical and Professional Expertise
  • 10+ yrs of experience developing a thorough understanding of the current U.S. health care environment and the implications of health policy and industry changes on federal government clients.
  • 10+ yrs of experience advising senior federal officials on the implications of health policy and industry changes within the Federal space.
  • 10+ years of proven people, project management and consensus building experience in a virtual team environment.
  • Ability to lead large multi-disciplinary teams in a matrixed environment across departments and geographies.
  • Proven track record growing a portfolio of new business as well as expanding existing business.
  • track record of successful written and verbal communication skills; ability to communicate with leadership of federal clients.

Preferred Technical and Professional Expertise
  • demonstrated experience in executing CMS (Centers for Medicare & Medicaid Services) programs
  • Experience and/or interest in the integration of technical and analytic strategies such as artificial intelligence and other technical solutions to solve pressing Medicaid and Medicaid policy-related problems is a plus.
