Code for America believes government can work for the people, by the people in the digital age. We build open source technology and organize a network of people dedicated to making government services simple, effective, and easy to use.

The Integrated Benefits Initiative is a group of committed and talented policy, design and technologists looking to improve the way safety net benefits (i.e. Medicaid, SNAP, TANF, WIC, etc.) are delivered in this country. Operating in a start-up style environment for an emerging program area at Code for America, you will join a team passionate about improving the safety net using user-centered design and technology.

As Product Manager, Integrated Benefits Initiative, you will join a product development team that improves access to safety net benefits across the country. You will lead the day to day product for one of our state partnerships, gaining a deep understanding of the benefits landscape for that state and how best to improve the access to benefits through technology. You’ll be excited to support your team to hack together just enough technology to test hypotheses and rapidly iterate.

The right candidate understands that user-centered design and technology can solve some of our largest challenges and is dedicated to finding solutions that not just improve but radically transform the delivery of public services.

The role reports to the Senior Product Manager, Integrated Benefits and can be based in our headquarters in San Francisco or remote. 30-50% travel is expected in order to work with our government partners outside of California.

Responsibilities:

  • Own the day to day backlog and delivery for (at least) one of the Integrated Benefits Initiative projects, working with the product team to write user stories, acceptance criteria, and prioritize the backlog
  • Lead a multi-disciplinary team of design, research, and engineering to test and develop new solutions that improve the delivery of safety net benefits in several states.
  • Work closely with the program team to build strong relationships with partners and deliver on pilot objectives.
  • Collaborate with designers on the creation of prototypes and models
  • Monitor and improve key product performance indicators
  • Create and encourage a culture of initiative, flexibility and responsiveness, mobilizing the team to respond swiftly to changing priorities
  • Drive a diverse and collaborative working culture which encourages openness, approachability and is supportive of challenge, however uncomfortable.
  • Collaborate with engineering leads to develop and evolve team processes that enable us to focus on the right things and execute efficiently.
  • Train government employees on Product Management, Agile, User Centered Design, etc both by facilitating workshops and working directly with government partners on product teams
  • Participate in research and interactions with users: understanding what we’re trying to learn and why and ensuring the right outcomes from research
  • Work closely with the Safety Net product team to create an overarching Safety Net product strategy

Requirements:

  • At least 2 years of product management experience with increasing responsibility, some in government or similar institutions.
  • Experience leading at least one large scale product or service through to successful delivery.
  • Experience operating in early stage teams to build product from the ground up
  • Proven ability to lead high quality product development using an agile methodology - iteratively improving products through delivery cycles.
  • Proven ability to interpret and leverage user research, user testing, and data analytics to make and validate product decisions.
  • Strong product judgement - knowing when to prototype and when to code, when to experiment and when to change direction.
  • Have a handle on the day to day and an ability to forecast, plan, connect incremental short-term progress with a long-term vision.
  • Strong communication skills and experience and comfort with internal and external stakeholders
  • Willingness to travel. (Ability to travel estimated at 30-50%)
