Overview
The IT Program Manager is responsible for initiating and managing the technology components of strategic projects and programs of high complexity, in addition to managing a team of IT project management professionals. The IT Program Manager is responsible for defining program components and developing a roadmap for delivery and will plan and effectively manage all aspects of the program including cost, schedule, scope, quality and project resources following the appropriate methodologies.
In support of the Optimal Care Program, the IT program manager role focuses on enabling this enterprise-wide program particularly its supporting technology related to effectively managing Fairview’s patient population and total cost of care initiatives. The Program Manager is responsible for partnering with the operations Optimal Care program manager to deliver this strategic integrated program. The Program Manager will engage business and IT departments across Fairview to define projects and develop a roadmap for delivery. The Optimal Care program has a number of areas, which include – Attract & Engage people in their wellness journey; Document & Code our risk properly; Identify & Intervene on At-Risk patients; Delivering Evidence-Based appropriate care; and Foundational aspects (e.g., data enablement, provider alignment). Each of the areas of the Optimal Care Program consists of multiple component projects.
Responsibilities/Job Description
- Define the overall vision, objectives and key IT deliverables for the program; identify and track key measures of success. Direct the development of comprehensive project plans that incorporate deliverables, accountabilities and time lines and communication plans across teams. Provide regular status reporting on health of the program and program progress, as defined by company standards.
- Effectively lead an IT project management team in a manner that ensures timely execution of project deliverables (through performance management, coaching and skill development, etc.). Enable governance oversight to ensure program/project adherence to analysis strategy, standards, policies, tools and procedures. Guide IT Project Managers to consistently apply appropriate analysis principles and standards during project analysis, design and implementation phases.
- Deliver a large annual portfolio of technology programs/projects through effective management of staff, budget, schedule, scope, quality and risk. Accountable for program/project communications, milestone tracking, financials, risk assessment and contingency planning and escalation and resolution of critical issues to program/project sponsors/owners. Develops a strong consultative partnership with executive sponsors and key stakeholders.
- Work effectively with business partners, vendors and staff to develop the program agenda and ensure agreement/adoption of objectives/deliverables by affected constituencies. Provide proactive communication to program/project owners. Work to identify cross-organizational interdependencies and ensure appropriate integration to project plan. Effectively manage client expectations and resource requirements to ensure ownership and success.
- Provide day-to-day leadership for all program activities related to delivery of large, complex, major IT delivery programs to ensure the program meets defined success criteria. Align cross-organizational resources to ensure successful delivery of the program, project or release. Effectively manage program risks and issues ensuring they are resolved in a timely manner. Work with business and technology leaders to recommend program/project scope changes and integrate in to the program/project structure.
- Coach and mentor staff regarding technology, methodologies and standards. Proactively share knowledge and collaborate with IT teams to ensure quick and effective responses to customer needs. Maintain up-to-date business domain knowledge and technical skills in software development technologies and methodologies.
Qualifications
Required
Education
- Bachelor’s degree in technology field, business and/or equivalent work experience
Experience
- 10+ years Project Management experience
- Expert level understanding of business functional areas, business management issues and the IT organizations systems and capabilities.
- 5+ years experience with provider-side health care policies and processes.
- Previous experience involving some or all of the following projects: population health, Epic EHR software, total cost of care, care maps, referrals, provider workflows, clinical workflow and tool standardization, supply chain and revenue cycle, data analytics.
- Expert level consultative and influencing skills.
- Demonstrated ability to deal with ambiguity and to effectively manage within it.
- Effective written and verbal communication skills including executive level business & technology partners and presentations.
- Successful track record of delivering projects/programs/releases on time and within budget that meet quality guidelines.

- Expert skills in layered projects involving multiple systems and multiple phased deliveries.
- Proven ability to be broadly focused and manage multiple efforts concurrently.
