Within Capital One, External Affairs is an organization dedicated to delivering on Capital One’s Mission by strengthening our reputation, deepening our relationships in our communities, managing engagement with the federal bank regulatory agencies, and serving as Capital One’s voice in the legislative and political processes at the federal, state and local levels. The External Affairs organization is comprised of Community Reinvestment Act (CRA) Strategy & Program Management, Government & Policy Affairs Group, Regulatory Relations, Corporate Communications, Community Finance, Community Affairs, Community Development Banking, and EA Strategy & Engagement.

The CRA Strategy & Program Management team is looking for a self-starting Manager to play a critical role in contributing to the company’s goal of continuing our track record of outstanding CRA performance. Specifically, the ideal candidate will serve in a key risk management role that will help ensure compliance with the CRA regulatory requirements, as well as corporate governance, risk management and compliance (GRC) directives.

This position is unique in that it helps both Capital One and the communities Capital One serves. The intention of the CRA is to encourage banks to help meet the credit needs of low- and moderate-income neighborhoods and peoples. Capital One reinvests in its communities through lending, investments and services. Getting outstanding CRA performance is very important to Capital One. Not only does it tie closely to the company’s reputation, but also it impacts the success of corporate applications to regulators. Do you have the skills and the heart for the job?

The Manager, CRA Strategy & Program Management performs a key risk management role to help ensure compliance with the CRA regulatory requirements, as well as corporate governance, risk management and compliance (GRC) directives. While working within the compliance management program framework, the Manager serves as an effective challenger and advisor to the first-line business units responsible for supporting compliance with the CRA technical requirements. The Manager also supports the GRC-related activities of the CRA Strategy & Program Management department. The Manager delivers quality results, providing timely and accurate compliance advice to the first lines of defense on the CRA and GRC. Your role will require excellent communication and interpersonal skills, superb analytical skills and integrative thinking, and a desire to help the enterprise properly manage risk.

The Manager, CRA Strategy & Program Management supports CRA compliance oversight by:

· Providing input on regulatory requirements and their applicability to the business units responsible for supporting compliance with the technical CRA requirements

· Providing guidance on corporate policies, standards and procedures

· Conducting targeted training on corporate GRC-related directives and regulatory requirements, as appropriate

· Providing compliance advice on CRA-related projects and initiatives

· Providing guidance on control design, implementation and monitoring

· Performing targeted tests of business unit controls and providing guidance on identified exposures and risks

Responsibilities:

· Support compliance with the corporate compliance oversight program standards and assist with the implementation of necessary remediation for identified deficiencies

· Develop and maintain expert understanding of applicable CRA-related laws and regulations

· Maintain knowledge of business unit operations to ensure adequate CRA compliance oversight; and advise on emerging CRA compliance issues

· Advise on business unit control design and implementation

· Advise business units on application of CRA compliance requirements as well as potential exposures with respect to new products and services, changes to processes and technology, changes in laws and regulations, development of and changes to controls, and remediation/corrective actions

· Challenge the first line of defense risk-taking and risk and control self-assessments based on analysis of the business risk profile, control environment, and internal and external events

· Monitor reported issues, events and other indicators and advise on identified emerging risks

· Assist in capturing, maintaining, and analyzing CRA compliance data, interpreting it to ensure consistency and adequate compliance risk management

· Evaluate issues and events identified through internal audits, regulatory exams and self-identification for compliance impacts

· Conduct targeted validations and reviews of controls covering applicable laws and regulations

· Identify and respond to ongoing regulatory changes, ensure implementation of required policies and procedures and appropriate operational and compliance oversight

· Assist with coordination of third-party compliance reviews and testing

· Assist with reporting activities such as divisional risk reporting, risk and control assessments, and reports to Senior Leadership

Basic Qualifications:

· Bachelor’s Degree in Business Management, Finance, or Accounting; or Military experience

· At least 5 years of experience in regulatory compliance management or operational risk management

Preferred Qualifications:

· Master’s Degree

· At least 7 years of experience in regulatory compliance management, operational risk management or related field at a large financial institution

· Experience in CRA compliance and performance management

· Certified Risk Professional or Certified Regulatory Compliance Manager
