Job Description This position is posted for San Jose, California but can be done from any BAE site, including Sterling Heights, MI, Minneapolis, MN, York, PA or Phoenix, AZ.
What you will be doing:
This position is for a degreed engineer who will be responsible for developing, presenting and executing winning proposals for engineering changes and new business. Provide proposal and Basis of Estimate (BOE) support as part of capture teams, on competitive and sole-source proposals. Accountable for researching historical data on past programs and its application to new programs.
Scope includes understanding the internal and external customer needs. Supporting overall management of the proposal process (specifically, working with Lead Proposal and BOE managers, capture managers and program managers). Structure BOE planning to comply with BAE System’s Life Cycle Management (LCM) phases, including developing integrated proposal schedules with phase reviews, bid status reviews, and technical bid approval. Ensure all proposals are government compliant.
When proposals are won or awarded, this person will be responsible for leading the effort that has just been created, tracking earned value, engineering milestones, and directing the efforts of an engineering team (the size of which will depend on the award).
Key Tasks

• Manage proposal efforts to ensure effective and good record keeping for later use and business analysis.
• Lead engineering team or act as Project Engineer through awarded proposal work.
• Support functional estimators in the development of accurate, complete and compliant basis of estimates.
• Analyze labor hours, material, other direct costs and technical attributes of manufacturing, engineering, logistics and/or Project Management (PM, finance, contracts).
• Develop risk register as part of the proposal.
• Provide proactive, direct, real time support to estimator and functional managers.
• Conduct status meetings and track action items to closure.
• Other tasks as assigned in support of the AMPV EMD, LRIP, and STS efforts.

Work with the Engineering Manager and the Lead Proposal Manager:

• Support pre-proposal capture activities in preparation for Proposal Development
• Review staffing and delivery requirements and help engineering leadership adjust these requirements as necessary.
• Assist the Engineering managers/personnel in the review and improvement of existing proposal strategies and win themes; ensure these strategies and themes are flowed down to each proposal section.

Typical Education & Experience .Required Skills and Education Required Education: Bachelor's Degree in Mechanical Engineering or other engineering discipline.
Required Experience:

• 5+ years in an engineering role or in support of engineering
• 5 years of Project Management work, dealing with budgets and financials

- Experience with DoD LifeCycle Management (LCM) systems.
- Proposal-creation experience
- Combat vehicle experience.
- Earned Value Management experience
- Risk Management experience
Preferred Education
- PMP certification
- Other project-manager type certifications
