Integrated Defense Systems (IDS), is pursuing a Program Manager (PM) to execute an international program that will directly interface with the US Army and international customer. The PM will be responsible for executing the C4I contract and support new business initiatives. This position is part of the Mission Systems and Sensors and will be located in Ft. Wayne, IN. This position will require some domestic and international travel (20%).
The Program Manager will lead a multi-functional team, to the successful execution and fielding of the program from contract award through final program closure. Primary components of the program include C2 software development and testing, material acquisition, installation and integration, Training and Post Deployment Software Support (PDSS). The PM will provide overall direction for program execution via geographically-dispersed teams and sub-contractors with cross-business teams and suppliers while implementing a program cadence to ensure contract and company requirements, deliverables, and reporting are met using the approved business model and management tools including EVMS, IPDS, PRISM, etc. This individual will also be responsible establishing a strategy and building collaboration across the matrixed team, in order to achieve the program’s milestones, requirements, and manage the baseline.
This candidate is the Program’s primary interface to Raytheon Leadership and the Program Office in the Command and Control (C2) product area. The candidate must be capable and comfortable in both oral and written communications and will be required to periodically present the program status to these senior leaders. The candidate is also responsible for building effective collaborative relationships with the United States Army and the international customer
Responsibilities include, but are not limited to, the following:

The PM is responsible for planning, organizing, controlling, directing, and staffing the technical, administrative, financial, contractual, and personnel actions requiredIdentify and develop approaches to pursue new opportunities Be accountable for financial forecasting and planning activities including AOP and EAC reviews Ensure the project stays on schedule and on budget, and implement earned value management, Risk and Opportunity, and other primary program processes Support and present monthly program management reviews and quarterly EACs.Ensure timely and effective IPDS Gate process complianceStrictly adhere to US Export/Import policies, regulations, and processes
Basic/Required Qualifications:
Ten (10) plus years of program management experience or related experience Excellent leadership and team-building skills including leading cross functional teams
  • Strong analytical capabilities: Capable of managing complex program task prioritization, planning, staffing, scheduling, conflict resolution, and change management
  • Ability and willingness to travel both domestically and internationally
  • Experience with collaboration tools such as RShare
  • Strong communication skills and experience presenting to customers and senior leadership
  • Bachelors of Science degree in Engineering, Science, Management, Mathematics, or equivalent experience
  • PMX Level 5 certification or ability to obtain within one year
  • Desired Qualifications:

  • Program management experience with Commercial Off The Shelf (COTS) Hardware and Software integration, international installation, and Fixed Firm Price Contracts
  • Foreign Military Sales experience including knowledge of US Export/Import policies, regulations and processes
  • Certified BOE Developer/Approver
  • Familiarity with risk management tools
  • Capture management experience with international programs
  • Proven negotiation skills
  • Knowledge of US Army Artillery systems including the Advanced Field Artillery Tactical Data System (AFATDS) C2 system
  • Advanced degree in Engineering, Science, Management, Mathematics, or equivalent experience
