Job Description

Responsibilities:

The objective of the Operational Risk Sr Officer I – Data Management is to reduce operational losses for Citi through preventive actions and solutions to effectively manage and mitigate significant operational risks and vulnerabilities that may arise within data management processes.

Additionally, the role will also be responsible for identifying, anticipating, challenging, and mitigating risks that could affect business objectives, and minimizing operational risk events and losses in assigned Enterprise Operations entities. This position will also interface with In-Business ORM and Regional teams to align and coordinate challenge/implementation results with components of the operational risk management framework.

Working with colleagues in Risk, as well as technology, business and other control functions, the Operational Risk Sr Officer I will be responsible to challenging a business’ (e.g., ICG, Consumer) Data Management practices including EUC actions; monitoring the Data Management policy/standards implementation, the ongoing results and mitigation issues:

Governance

  • Agreement on identification of key business processes;
  • Completeness and accuracy of assessment of Common Data Elements (CDE), and EUC inventories.
  • Understand rationale for priorities across business line;
  • Consistency in CDEs across Citi governance structures;
  • Material for Data Management/EUC training and timely staff compliance with requirements;
  • Compliance with requirement for and profile/level of staff assigned to be Data Governance Officers (DGOs);
  • Strategic Data Repository and Citi Reference Data Model review;
  • Completeness of automation plans and post-automation results.

Assessment of Data risk ratings

  • Development and execution of DM/EUC risk assessment tool;
  • Quality control on interpretation of policy and standards for assessment of risk ratings;
  • Validation of selected control metrics and monitoring.

Remediation

  • Metric based driven by thresholds - ongoing assessment.

The candidate applies diverse methodologies and deep experience in a variety of disciplines to identify and solve complex and/or undefined data management risk problems. Collaborates with leadership to remediate gaps and improvements identified between existing practices and regulatory requirements. Leverages broad enterprise knowledge and/or expert knowledge of core business discipline(s), products and processes. The candidate will be expected to advise on continuous monitoring and control test methods, and recommend data management metrics in support of the Data Management Risk Appetite Statement. The candidate will have independent oversight of ongoing Data Management Operational Risk Management activities.

Requirements:

The Operational Risk Senior Officer I - Data Management will be a thought leader in operational risk management and data management practices with over 10 years of hands-on experience in data management, risk and controls within globally complex, dispersed and diverse organizations.

The ideal candidate will have in-depth, detailed knowledge of data management, regulatory and operational risk management practices; as well as:

  • Familiarity with data related industry best practices as well operational risk principles and methodologies and tools;
  • Understanding of data governance principles and activity in financial services environment;
  • Independent judgement with strong analytical, risk assessment and auditing skills;
  • Proficiency in risk and control data analysis, in particular that ability to incorporate and understand mass information from a variety of sources to recommend a course of action;
  • Knowledge of financial, compliance, regulatory reporting and end user computing
  • Strong analytical & project management skills, good communication skills, knowledge of controls
  • Documentation and end-to-end flow charting

  • Consider broad implications of decisions.

More specific proven experience, knowledge and skills that are desirable for a candidate in this role are outlined below:

  • In-depth knowledge of data governance and quality tools, processes, stewardship and usage.
  • Facilitate consistent adoption of data principles, policies, standards, and frameworks across Operational Risk Management.
  • Help assess the current state of data processes and identify areas of need.
  • Demonstrate strong communication and relationship building in a complex data environment.
  • Participate in Enterprise data governance meetings and provide feedback for new and updated standards and processes.

Eduacation & Qualifications:

  • Bachelor’s/University degree, Advance degree preferred
  • 10 or more years operations experience in a relevant functional area to include financial services, insurance, banking, investment, information technology, or other related operational area that supports risk/compliance initiatives within the business
  • Advanced knowledge of relevant regulatory compliance, industry regulations and regulatory data sources required.
  • Experience working with policy management systems and Governance Risk and Control tools
  • Management Consulting experiences a plus

  • Comfortable with public speaking across various forums and be able to effectively and logically communicate when ideas are being challenged in an open forum.
  • Comfortable interacting directly with executive leadership, including in a high stress environment.
  • Understands the perspective of regulators and has the ability to shape messages and content to respond to a changing variety of regulatory standards.

  • The role is global, and the incumbent must be proactive and capable of leading solutions to global issues with others in different regions and time zones.
  • The successful candidate will need to be a hands-on, self-starter, and able to manage tasks/timelines for self and others.
