Collins Aerospace is seeking a technical leader to manage overall strategy of the International Trade Compliance (ITC) department within Enterprise Engineering.

The Associate Director of International Trade Compliance (ITC) will be responsible for providing strategic leadership for the ITC function for Enterprise Engineering within Collins Aerospace. This individual will serve as a member of the Enterprise Engineering leadership team reporting to the Senior Director of Product Assurance and Compliance, and will manage a team of compliance professionals, supporting multiple locations worldwide (which includes sites in India, Poland, United Kingdom, and the United States).

The selected individual will be responsible for planning, organizing and controlling the activities of an engineering team across global facilities. The candidate should demonstrate strong abilities regarding regional and enterprise communications, strategic thinking, decision making and compliance acumen.

Primary Responsibilities

• Leading the ITC function at Enterprise Engineering sites, domestic and international, through clear communication, strategic partnership with key stakeholders, and integration of ITC requirements into key business processes
• Managing agreement and license activity (both ITAR and EAR) including preparation, application and post approval management phases, as well as non-US business unit agreement and license activity
• Manage business unit technology classification and export authorization requirements
• Implementation of UTC/Collins Aerospace policy and procedural requirements at Enterprise Engineering sites
• Support compliance investigations, disclosures and audits including remedial measures and corrective action implementation.
• Manage site self-assessments and ACE activity.
• Interfacing with regulatory authorities
• Driving process maturity and continuous improvement activities for key ITC processes
• Reporting progress of implementation of the ITC program to Collins Aerospace leadership

Additional Accountabilities

The selected individual will have the following additional accountabilities:

• Provide leadership to ensure successful execution of development initiatives
• Accountable for the organization's use of good engineering practices, including applicable regulatory standards, contractual requirements, and compliance to industry, customer and / or internal processes and standards as appropriate.
• Responsible for effective selection, recruitment, development, mentoring and resource planning
• Continually improves the organization's technical competence and ability to execute to committed performance levels using state-of-the art technologies and practices
• Develop department strategic roadmaps in coordination with other engineering groups, Life Cycle Value Stream Managers, and Business Development
• Ensure proper communication with program management, marketing, sales, customers and other engineering groups

Basic Qualifications

• International Trade Compliance experience
• Ability to drive functional excellence at business unit level
• Effective leadership style; demonstrated ability to motivate, develop and manage direct reports
• Working knowledge and experience with the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR) as well as the import regulations
• Proven ability to drive process improvement
• Good interpersonal, communication and presentation skills; must be able to work in a team environment
• Ability to travel domestically and internationally
• Demonstrated communication skills with good influencing ability to coordinate efficiently with peers, senior management, LCVSM, etc.
• Proven track record of performance in project execution and meeting commitments
• Good understanding of department technical domains
• Self-motivated with a strong drive to achieve success
• Fluent English

Education

This position requires a Bachelor’s degree in the appropriate discipline and 10 years of relevant experience or an Advanced degree in the appropriate discipline and 8 years of relevant experience. In the absence of a degree, 14 years of relevant experience is required

Preferred Qualifications

• STEM Degree preferred
• Knowledge of engineering development practices
