This responsibility includes the development of security and safety policies and procedures, regulatory and legislative compliance, Security guard management and alarm response, crisis management, ATM, branch and corporate building security and customer safety, physical crime investigations, workplace violence, fire and life safety, executive protection, due diligence, pre-employment screening, security operations on a global basis, fraud Investigations and cyber security.
This position is for an investigator on the Electronic Crimes Investigations team. The investigator reports directly to the GS Electronic Crimes Investigations Manager. The position requires a basic understanding of fraud and technology risk; working extensively with internal management and the law the enforcement community at the local, state, federal, and international levels. This individual will assist in and perform investigations of fraud activities that involve remote channels (Internet, Mobile Banking, Call Centers, etc.) and/or frauds involving Wire Transfer, ACH, and other electronic payment mechanisms. The investigator will be focused on root cause analysis and quantifying risk exposure, then communicating those findings to management in a fashion that prompts them to initiate systems and procedural change that address the identified areas of concern.
This position is anticipated to require the use of one or more High Security Access (HSA) systems. Users of these systems are subject to enhanced screening which includes both criminal and credit background checks, and/or other enhanced screening at the time of accepting the position and on an annual basis thereafter. The enhanced screening will need to be successfully completed prior to commencing employment or assignment.
Responsibilities :
- Focuses on gathering electronic evidence for investigations related to internet, mobile banking, call center, and e-commerce fraud. This evidence is then compiled in a logical fashion to identify suspects and perform root cause analysis.
- Works closely with Risk and other key LOB personnel to analyze controls and recommend enhancements.
- Works effectively with JPMC’s technology support teams to discover how frauds occur through a deep understanding of JPMC systems and the processes that support them.
- Works independently, is a self-starter, and has ability to prioritize daily work based on time lines, case profiles, and significant exposure.
- Communicates effectively with LOBs when systems or process deficiencies are identified to ensure that they are corrected.
- Liaisons with Law Enforcement and the JPMC Cyber Security and High Tech Investigations teams regarding cyber threats that may impact investigations.
- Analyzes and identifies fraudulent transactions based on actionable intelligence to mitigate reputation and financial risk.
- Ensures proper mitigation efforts are taken on any/all significant intelligence leads related to Card fraud and risk issues.
- Recognizes opportunities for addressing fraud issues, risks and exposures.
- Maintains strong liaison and working relationships with all federal, state and local law enforcement and regulatory agencies, including international enforcement agencies.
Scope :
- Responsible for conducting investigations of complex Electronic Crimes frauds.
- Responsible for understanding online and call center authentication tools and strategies.
- Responsible for developing a technical understanding all forms of electronic payments; ACH, Wire, etc.
- Responsible for incorporating feedback from Electronic Crimes Investigations to identify credible, actionable intelligence.
- Develops criteria for items that need to be actioned and to actively look for intelligence that supports specific ongoing investigations or risks.
GSIC
Experience:
- Minimum of 3+ years experience in fraud investigations, Internal Audit, EFT Risk, or investigating EFT-related fraud.
- Some knowledge of online banking systems, telephone banking risk management, EFT systems, and/or risk management.
- Some knowledge of EFT systems used to move funds intra or interbank; ACH, Wire Transfer, etc.
- A basic understanding of cyber organized criminal groups, online carding groups, digital currencies, and electronic crimes as they relate to electronic fraud.
- Experience presenting to an audience regarding fraud or investigations is a plus.
Technical skills:
- Clear understanding of Electronic Funds Transfer (EFT) payment systems.
- Thorough understanding of industry data security trends/standards related to Electronic Payments.
- Basic knowledge of Microsoft operating systems and securing PII best practices, including both data in motion and data at rest.
- Experience with tools used for aggregating and analyzing large amounts of data using tools like Excel, Access, etc.
- Experience writing reports or process documents that are clear, articulate, and concise.
- Prior experience filing Suspicious Activity Reports with FinCEN is a plus.
People Skills:
- Ability to coordinate, work with, and gain the trust of business stakeholders, technical resources, and third-party vendors.
- Able to articulate sophisticated fact patters to non-technical line of business risk partners and memorialize investigations into regular reporting requirements.
- Able to interface with other bank investigators and industry peers in subjects related to Electronic Crimes fraud.
Process Skills:
- Strong knowledge of computers and general data processing.
- Ability to identify control gaps through the course of investigation and recommend remediation strategies on a regular basis.
Communication Skills:
- Excellent written and verbal communication skills are required.
- Ability to communicate effectively with representatives and technology specialists within the Lines of Business.
- Able to brief GS&I management on key issues in a timely fashion.
Education:
- Bachelors Degree in Computer Science, Accounting, MIS, Business Management, Engineering, Criminology/Criminal Justice or a technology-related field.
Certifications:
- CISSP, CISA, and/or CFE preferred
