Job Description


As the Team Lead, Trade Compliance you will direct and supervise a team of 4 professionals. They will lead all processes and ensure the import and export logistics compliance of finished goods, raw materials, WIP and machinery in conjunction with various governmental agencies and their regulations, including but not limited to CBSA and Health Canada• Take ownership of the import logistics and compliance program and maintain certification for the PIP program and others as appropriate. Formalize the internal structure and practice of the retention of required documents related to maintaining Canada Customs Compliance. Responsible for Trade Compliance of over $1B (value for duty) of imported goods in approximately 11000 entries annually for all Canadian Importer of Records.
• Utilize reasonable care under all corporate policies and government regulations to pre-classify and value new products and obtain rulings where appropriate to achieve optimal tariff costs. Also be accountable for all inquiries from customs agencies as well as regulatory bodies and mitigates the associated compliance risks
• Collaborate with Regional Deliver Excellence (RDEx), J&J Legal and outside legal counsel as required on regulatory compliance issues.
• Focus is to ensure import and export transactions are executed in compliance with all applicable regulations and to reduce costs for J&J through the correct classification of materials being imported
• Interfaces internally with Supply Chain, Purchasing, Accounting, Marketing, Research, Product Development, Graphics, Transportation, Legal as well as Regulatory Affairs. Will partner with Strategic Sourcing/Vendor Management to manage the performance of Customs brokers to the J&J Service Level Agreement by providing timely feedback and attending all reviews with the service provider.
• Provide expert advice and counsel to operating company management and employees concerning export and import control requirements and regulations. Perform continuous analysis of Canadian government and international trade regulations to implement timely procedural changes to assure operating companies compliance to dynamic trade regulations.
• Ensure compliance team meets core compliance requirements of proper valuation, tariff classification, country of origin, record keeping and duty-free program eligibility
• Build a pipeline of talent through hiring, training and developing all required staff.
• Deliver training and assistance to all importer of records and their teams in developing Import, Export and Hazardous Materials procedures/regulations. Oversee 20+ classification of products for all J&J operating companies relating to import, export and hazardous materials. Ensure proper payment of duty and seek opportunities for the reduction of duty.
Responsibilities:
• Valuation: Responsible for customs valuation and reconciliation program Liaison with Finance, Legal and sites to insure proper valuation for customs reporting. Review pricing issues such as transfer pricing, adjustments to value, tolling, royalties, licensing agreements and assists to identify areas of concern.
• Classification: Responsible to ensure all classifications of new products are executed in a timely manner by the team and service provider. Ensure accuracy and efficiency of the processes and systems associated with those activities.
Responsible for proper assignment of HS codes as well as schedule B and ECCN. Accountable for special duty programs such as NAFTA and other trade programs as well as the use of duty drawback and foreign trade zones. Other areas of focus include license determination, compliance with anti-boycott rules and denied party screening.Identify and implement duty savings opportunities across all importer of records and all product lines.
• Export Compliance: Responsible for ensuring export policies and procedures are adhered to for all operating companies supported by the team.
Responsible for the development of export procedures and for ensuring training and awareness of newly issued and existing procedures. Conduct regular performance measurements of key risk area metric categories, identifies gaps and initiate corrective action and track implementation. Participate in the establishment/improvement of the audit process on exports in collaboration with RDEx.
• Import Compliance: Responsible for ensuring compliance with current import policies and procedures in accordance with J&J procedures.
Responsible for the development of import procedures, origin markings and for ensuring training and awareness of newly issued and existing procedures. Perform routine customs compliance self assessments, report gaps and initiate corrective action plans necessary to ensure compliance
• Standards implementation and local compliance remediation: Responsible to adhere to the Global Standards implementation guidelines as well as developing and supporting a local compliance remediation action plan.
Lead the trade compliance team and all cross functional partners through the roll out of the Global Standards and establish audit systems to ensure effectiveness and adherence in the future. In collaboration with the Sr. Trade Compliance Analyst develop a local strategy to improve trade compliance and audit readiness for all of the Canadian importer of records. Ensure the roll out of the processes and adherence to the plan.
• Compliance/Regulatory Reviews: Responsible for performing import and export compliance reviews both internally and at J&J customer locations. Responsible for the preparation of compliance reports, follow-ups, escalation and leading remedial actions. Monitors agencies regulations that govern export and import commerce, including but not limited to CBSA and Health Canada. Analyzes potential impact on J&J customer operations. Keep impacted areas of J&J informed as required

Qualifications
Required:
• Associates Degree
• 6-8 years of related experience Desired:
• Industry specific technical knowledge in classification under the Harmonized Tariff Schedule
• Trained in import and export compliance, INCO terms, classification of hazardous materials Certifications:
• CCS, CCLP, P.LogOther Knowledge, Skill and Ability:
• Experience in import/export logistics, international business with an importer.
• Comprehensive knowledge of major international trade laws, policy and requirements.
• Knowledge of CBSA, PIP, customs valuation, reconciliation, duty preference programs, import/export compliance and hazardous materials regulations.
• Chemical and biological background with basic legal acumen is an asset.
• Extensive experience in reading and interpreting government regulations.
• Computer Skills: MS Word, Excel, Access, Powerpoint, SAP
• Strong written and interpersonal skills with the ability to build relationships with cross functional partners in Legal, Finance, Accounting, Supply Chain, Procurement and other related business areas.
