In this role, you’ll support Raytheon’s Poland Patriot Programs in their mission to deliver a modernized, mission assured, air and missile defense capability to Poland through improvements in performance, relationships, and solutions. In short, you’ll be a key driver in expanding Raytheon's dominance in Poland’s air and missile defense as a Global Capabilities Integrator and trusted thought leader for key decision makers.
More specifically, as the Poland Sr. Principal Subcontract Specialist, you’ll support the Poland Patriot In-Country Integrated Product Team (IPT) and will interact with Polish industry partners regarding day to day OCONUS activity. As a highly visible driver of subcontracts, you’ll be responsible for managing multiple major subcontracts simultaneously, including providing the formal communications and contractual direction required through the life of these subcontracts and closing them out upon completion.
Responsibilities will include:
  • Issuing Purchase Orders/Subcontracts and Managing Subcontractors to meet all subcontract requirements including cost, schedule, technical and quality requirements. Leading negotiations, processing changes and close-out activities, maintaining all require subcontracts records
  • Managing and reporting on the subcontract performance to the Global Supply chain Cross Business Team (CBT) and within the Program/IPT team. Collaborating with the Subcontract Program Manager in managing Subcontract Partner performance, using program metrics.
  • Preparing and issuing Requests for Proposal (RFP) in support of proposals and program requirements. Reviewing and leading the evaluation of Subcontractor proposals.
  • Ensuring subcontract compliance with public law and Raytheon company policy and procedures, understanding and applying, as appropriate, Federal Acquisition Regulations (FAR/DFAR), ITAR and import/export requirements.
  • Managing the Best Value Source Selection competition process
  • Assisting the Capture Lead with Collaborative Agreements
  • Serving as the subcontractual advisor for the development of Subcontractor Statement of Work and other CBT subcontract activities.
  • Implementing scope changes while controlling cost and maintaining schedule
  • Coordinating with Import Export on ITAR and other related topics
  • Ensuring effective application of program management tools in the development of subcontractor requirements including EVMS, IPDS, and Risk /Opportunity Management.

This position will require relocation to Poland.
This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only US Citizens are eligible for a security clearance.
Required Skills:
  • 8+ years’ experience in any of the combined following areas: Procurement, Subcontracts, Contracts, Engineering, Finance, Project Management, Manufacturing, Operations, Program Management, Supply Chain and/or Supplier Management
  • Experience with executing procurement orders/subcontracts
  • In depth working knowledge of FAR and DFAR
  • Experience in performing cost analysis and negotiation of major subcontracts
  • Experience working across program lifecycles
  • Experience with international subcontracts
  • Strong verbal and written communication, interpersonal, and organizational skills
  • Proficient in MSOffice products (MSWord, Excel, Project, Power point)
  • International business experience
  • Ability to work and live in country
  • Ability to travel (Domestic and International)
  • US Citizenship required

Desired Skills:
  • Experience with cost reimbursable and incentive fee subcontracts
  • Thorough knowledge and experience with Government regulations and Public Laws as they pertain to procurements
  • International direct, commercial and/or foreign military sales experience
  • Experience working across program lifecycles
  • Experience with international subcontracts
  • Background in risk and opportunity management
  • Experience with financial analysis and reporting
  • Experience with EAC’s and EVMS
  • Master’s degree in Business
  • Results driven and able to work independently
  • Six Sigma qualification
  • SCM Level 3 Certified
  • Experience driving organizational change and effectiveness
  • Excellent communication skills, including demonstrated presentation and organizational skills

Required Education:
Bachelor’s degree
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization. 146714
