We are looking for someone to lead our Government Affairs & Policy Team for the Andean Region, Central America, and the Caribbean, reporting directly to our Head of Public Policy for Latin America. This position will be based in Bogotá, Colombia or in San José, Costa Rica. This role will involve establishing Uber’s brand and profile with governments, policymakers, NGOs, and academics; and working to ensure that the regulatory framework in every country supports innovation and ridesharing, food delivery, and micro-mobility apps.

What You’ll Do

  • Lead Uber’s public policy/government affairs agenda in the Andean Region, Central America & the Caribbean - ACAC
  • Lead the regional work to establish Uber’s brand and profile with governments, policymakers, NGOs, and academics
  • Manage a team with members based in different countries of the region, including Colombia, Costa Rica, Panama, and Peru
  • Own relationships with other teams throughout the company, including Operations, Communications, Legal, Tax, etc., offering strategic advice to business partners in those functions
  • Build lasting relationships with key stakeholders, lead campaigns to change regulatory scenarios, and define strategies to react to new circumstances

What You’ll Need

  • A minimum of 10 years of experience in Public Policy and Government Affairs, preferably with some background in the corporate world
  • Experience developing the regulatory infrastructure for highly regulated industries. You need to be comfortable coping with complex legal and political topics
  • Experience managing teams, including remotely managing direct reports and navigating multi-cultural environments
  • Experience leading the construction and execution of medium and long term plans
  • Be a self-starter, who can master a policy strategy with autonomy
  • Be a great advocate who knows and understands the political environment from inside out
  • Be a strong campaigner capable of mastering our narrative and translating it to policymakers and key opinion leaders
  • Be a team player: as the more complex we get as a company, the more we need to work in close cooperation with other teams
  • Great communication and writing skills
  • Professional proficiency in English and Spanish

About the Team

Our Public Policy Team is responsible for working with policymakers and third parties to make the positive case for change. That’s partly about building lasting relationships with governments in the cities where we operate so they better understand the benefits of this new model. It also about figuring out the best local regulatory framework and then developing strategies to push reform through.
