Description:This position supports the Lockheed Martin La Mesa production facility in Mexico and Operations in San Diego. This position will be tasked with providing daily HR support as the HR Site Lead and will require travel across the border 2-3 days/week or business needs required.
The Human Resources Business Partner will manage day to day HR Operations at a small site in San Diego and Maquiladora in Mexico and serve as the liaison for all employees, addressing concerns and facilitating timely resolutions to issues or concerns. This position is accountable for providing guidance and support regarding company policies and HR programs (i.e., compensation and benefits, training, employee recruiting, etc.) Position will also be responsible for successfully integrating corporate culture as appropriate with the regional culture of the workforce. Some specific responsibilities include:
• Rely on knowledge of U.S. and Mexican employment law, experience and judgment to resolve employee relations issues such as coaching leaders in managing performance concerns, conflict resolution, complaints, corrective action, and discipline
• Perform thorough and objective internal investigations when necessary and provide analysis to HR management and Legal when discipline or involuntary separation is recommended
• Work with management to maintain appropriate staffing levels, coordinating the recruiting and employment functions for hourly employees and coordinating the staffing process for the salary team
• Work with managers/supervisors to ensure employees have training and tools to support successful work performance
• Participate in the process of creation and/or alignment, and improvement of HR policies, processes and programs to comply with federal, state and local laws
• Maintain a current awareness of Human Resources principles, practices and the related regulatory environment
• Align to Corporate HR policies, processes and programs, as appropriate, to continuously improve the organizational culture and work environment
• Fully implement corporate performance appraisal process and assist in the process by providing guidance on the process itself and acting as resource to management in the writing of appraisals and providing necessary feedback
• Respond to employee and manager questions about Company benefits and compensation plans and programs
• Plan and initiate resources and assign actions to HR support staff in the areas of hiring, training and evaluating employees, coaching, counseling, managing performance, rewards and recognition, preparation of HR metrics and reporting, making recommendations to leaders or taking corrective action to manage performance as appropriate, and plan employee engagement activities
• Lead a team HR employees in the La Mesa, MX facility
Basic Qualifications:
• Must have a valid passport and be able to travel into Mexico
• Fluent in both English and Spanish
• Understanding of various employment laws (such as ADA, FLSA, Title VII, FMLA) and activities that are managed, monitored and supported by Human Resources and the HR Business Partners including specific California and Mexico employment laws
• Advanced ability to use Microsoft Office applications (e.g., Outlook, Word, Excel, PowerPoint)
• Able to plan, design and development strategies for attracting and retaining talent
• Able to drive significant change, both strategic and organizational
• Strong written and verbal communication and interpersonal skills
• Ability to effectively present concepts both upward and downward in the organization and deal effectively and courteously with all levels of employees
Desired Skills:
• Prior experience working within a maquiladora environment with at least 200 employees
• Strong knowledge of Mexico labor law
• Knowledge of Mexican environmental laws (Haz Mat and environmental regulations)
• Established industry rapport with other Maquiladora HR Managers within the region
• Ability to build effective relationships and work within a team environment
• Good analytical, problem solving and decision-making skills
• Ability to influence and lead others
• Ability to understand the customer’s sense of urgency to prioritize work
• Ability to think clearly and work effectively under pressure
