ABOUT THE JOB

The ACLU seeks a full-time position of Deputy Chief Information and Security Officer in the Information Technology Department of the ACLU’s National office in New York, NY.

The Information Technology (IT) department provides technology-based services and support for a more than 550-person National staff at our New York, Washington D.C., San Francisco, the Dakotas, Puerto Rico and Durham offices, including staff based in remote locations. ACLU IT support staff ensures that business critical services are available to all staff.

Reporting to the Chief Information and Security Officer (CISO) , the Deputy Chief Information and Security Officer oversee the day-today operations of the Network Systems and Security teams within the IT Department, assist the CISO with the development of departmental policies, strategic plans and programs to support the ACLU’s programmatic and operational goals. The ideal candidate will be an experienced and effective people manager with deep network systems and information security knowledge, and have a passion for the mission of the ACLU.

RESPONSIBILITIES

Leadership & Strategy

  • Support the CISO in operationalizing a technology vision and strategy that supports the ACLU’s overall mission, strategic direction, development and growth as a nationwide organization, including the ACLU’s national headquarters and its 53 affiliates across the United States
  • Lead annual strategic planning process for the IT department, aligning operational plans and budgets with organizational priorities and initiatives
  • Lead by example in managing team of 8 network systems and information security staff, driving results through the use of data, direct feedback and strong accountability in a supportive and learning environment that fosters high staff engagement and professional growth
  • Assist the CISO in developing IT policies and procedures and providing guidance to National and affiliate leadership to support strategic and operational decision making
  • Represent IT team on cross-departmental projects, providing functional expertise and coordinating communications and work production within the IT team; serve as lead contact and project manager for affiliate-facing IT projects
  • Complete ad hoc projects as directed by the CISO and/or other Senior Leaders.

Network Systems Operations

  • Oversee the daily operations of the Network Systems Operations team, responsible for ensuring the ACLU’s IT infrastructure and network capabilities meet the evolving and complex business needs of the organization
  • Evaluate the capabilities and performance of hardware, software and network configurations; recommend and implement enhancements for performance, ease of use for constituents, and to upgrade technology platforms to support current and future network needs
  • Ensure network design philosophy, systems, architecture, and procedures are fully documented and utilizing best practices to optimize utilization, efficiency and effectiveness
  • Stay current with industry best practices, technological advances, and news related to network systems architecture and operations; must possess complete technical comprehension of server and desktop operating systems, network architectures and protocols

Information Security Operations

  • Oversee the daily operations of the Information Security team, responsible for creating and managing systems, strategies, and processes to mitigate and resolve information security risks for National and affiliates in response to active and potential threats for an evolving and complex organization
  • Develop and maintain a comprehensive information security and risk management program for National and its affiliates, evaluating risks by working with ACLU management and staff, third party security consultants, and managed service providers to assess risks, establish priorities, conduct reviews, and implement solutions rooted in best practices and leading industry trends
  • Oversee information security maintenance program of the IT network for National and its affiliates to ensure optimal security levels are maintained; ensure required security control initiatives are executed on schedule and in line with the ACLU's Information Security program objectives
  • Supervise planning and procedures for testing for ACLU’s outward-facing technological platforms, ensuring security and privacy of information transmitted and stored across technology platforms complies with internal data governance policies and state regulations; provide guidance and support in the assessment and selection third party vendors and platforms
  • Stay current with industry best practices, technological advances, and news related to information security; advanced knowledge of web security best practices, including certificate management, encryption protocols, and common vulnerabilities required, as well as expertise with security assessment methodology and vulnerability management

General Operations

  • Set the bar for customer service excellence by providing timely, thorough and friendly responses to internal and external stakeholder inquiries
  • Create and deliver trainings to ACLU staff on IT policies, systems and supported applications.
  • Serve as primary or secondary relationship manager for managed services vendors, ensuring timely flow of information to support decision making and forward progress of workflows
  • Develop and manage metrics and reporting designed to measure performance of network and information security systems and ensure compliance with ACLU policies, compliance regulations, and industry best practices

EXPERIENCE & QUALIFICATIONS

  • Significant experience leading network systems and information security strategy and operations for complex organization, including managing physical datacenter and cloud datacenter data replication, and designing and operating enterprise security controls
  • Proven track record of success in, building and managing teams of people, engaging strategic decision making, developing and managing complex projects, managing vendor relationships, and managing complex budgets
  • Excellent communication and presentation skills including the ability to articulate complex issues to both technical and non-technical stakeholders
  • Ability to work effectively with stakeholders across departments and affiliated organizations
  • Excellent problem solving and strong project management skills
  • Experience with incident response and handling
  • Experience with Cisco routers, switches and wireless access points
  • Experience with Palo Alto firewalls and understanding of policy management
  • Experience of Nutanix and VMWare as a hypervisor platform
  • Experience with Microsoft Azure, AWS and Google Cloud platforms
  • Experience with both Windows and Linux based enterprise infrastructure and cloud applications and environments
  • Advanced knowledge in administrating Microsoft Windows, Active Directory, Office 365, DMS, and Mobile Device Management
  • Some travel between ACLU National and affiliate offices required

COMPENSATION

The annual salary for this position is $236,156 (Level B2). This salary is reflective of a position based in New York, NY. This salary will be subject to a locality adjustment (according to a specific city and state), if an authorization is granted to work outside of the location listed in this posting. Note that most of the salaries listed on our job postings reflect New York, NY salaries, where our National offices are headquartered.
