Our Business Development organization is seeking a
COCOM Strategy & Business Development Senior Manager. The Sr. Manager :
Leads strategy and business development (S&BD) customer engagement activities for the SMD portfolio. Provides insight from multiple COCOM vantage points to support all strategy and BD activities related to Strategic and Missile Defense (SMD) portfolio and capture activities. Accountable for shaping and winning new business through a balanced focus on customer values, threat insights, broad portfolio knowledge, and industry capabilities.
Develops business development and capture strategies including identification of new and continued business opportunities; development of business solutions supporting pursuit of opportunities; identification of potential customers; assessing competition; identifying and supporting supply chain teaming decisions; performing price-to-win assessments; and participating in bid and proposal activities.
Also responsible in leading and integrating assigned cross-functional team members on multiple pursuits. Maintains ongoing interaction and collaboration with other mission areas, lines of business, and LM Business Areas to provide business development and capture support, as required.
Summary of Key Duties for this position:
• Provide customer-based insights to the SMD portfolio to include: FBM, Hypersonics, NGI, GPI, and Strategic Re-Entry programs.
• Develop and maintain customer key stakeholder contact and engagement plans; leads and/or supports direct interface with customer key stakeholders to cultivate positive business relationships and establish customer intimacy.
• Shape and win new business through a balanced focus on customer value, the competitive environment, and the Leads capture efforts to secure new or re-compete contracts, or task order business.
• Has accountability to shape and win new business through a balanced focus on customer value, the competitive environment, and the corporation's best interests.
• Develops capture strategies including business solution for pursuit of opportunities; identifies potential customers, competitive assessments, teaming suppliers, and prices-to-win; participates in bid and proposal activities.
• Has responsibility to lead and integrate the assigned cross-functional team and authority to direct team activities for the duration of the pursuit.
• Maintains ongoing interaction with business development and strategy activities across the Space portfolio.
• Supports and oversees internal business operations requirements to include but not limited to developing long-range financial sales/growth forecasts; developing long-term portfolio growth strategies; and preparing and maintaining annual portfolio allowable and unallowable business expenditures (including direct and indirect labor utilization)
Basic Qualifications:• National security expert – broad expertise spanning defense strategy, policy, programming and budgeting, and capability requirements development
• Experience in maintaining continuous communication to our customers, particularly within Department of Defense and COCOM environments
• Experience working at two or more Combatant Commands (COCOMs)
• Proven ability to develop capture strategies including business solutions for pursuit of opportunities
• Demonstrated ability to identify potential customers, competitive assessments, and prices-to-win
• Demonstrated ability to maintain ongoing interaction with key members of the program

Active TS clearance with SCI T/K caveatsDesired Skills:• Bachelor’s degree in an Engineering discipline; Master’s degree in an Engineering discipline or Defense / Strategic Studies
• Experience in assessing new business opportunities within the DoD for the SMD portfolio
• Sound understanding of COCOMs, Services, and Agencies – i.e., USSTRATCOM, Missile Defense Agency, Navy, Army, and Air Force
• Sound understanding of wider DoD key stakeholders – i.e., Capitol Hill, OSD, Warfighter Requirements, and Joint Staff.
• Understanding of supporting DoD Laboratories, FFRDCs, and Universities – i.e., DAPRA, Sandia, JH/APL, MIT-LL, AFRL, etc
• Experience in requirements development for DoD acquisition processes
• Ability to lead assigned cross-functional teams and activities for the duration of the pursuits
