This position supports the Program Management Office (PMO) within the DoD Cyber Crime Center (DC3), a national cyber center. The position is located at the DC3 facility and will require the candidate to work shoulder-to-shoulder with multiple government customers. The candidate will be a Control Account Manager, performing a variety of planning, executing and reporting on resources and financial analysis. Maintains and updates schedules and management of resource mapping and financial documentation, perform analysis, maintain metrics, present reports, derive strategies and discuss variances and solutions.. The successful candidate will have project management expertise, having taken projects from requirements through schedule development, metric generation, and reporting. The candidate will lead various reviews with the customer. This position will have high visibility on the program, with regular engagement with senior government leaders.
Basic Qualifications:• Expertise in designing and developing integrated and resource loaded schedules using Microsoft Project 2012 or newer.
• Experience with Microsoft Excel, with the ability to export, maintain, and refine data for cost reporting.
• Experience with cost accounting principles related to earned value management, specifically variance analysis.
• Demonstrated ability to organize, implement and maintain scheduling management system supporting identified projects and their plans.
• Experience developing and updating monthly interval schedule working with engineers.
• Experience supporting project management team to maintain timely and effective change management processes, procedures and systems.
• Experience assisting project team to develop and maintain periodic status reports to keep management informed on project progress.
• Demonstrated experience interacting with customer and project staff to schedule work and coordinate assignments.
• Experience evaluating project schedule progress and performance and identify developing problem areas.
• Experience interacting with customers, managers, operation leaders, financial controller and EVM analyst.

Desired Skills:• Experience defining scope of work to develop and update detailed schedules, cost information and identification of variances from original plan.
• Experience recommending solutions to management of risks affecting project profit, costs, schedules and client relations.
• Experience analyzing critical path and constraints to determine effect of changes to schedule and recommend work-around.
• Experience generating reports from Microsoft Project 2012 or newer.
• Experience leading process improvement efforts to reduce time and cost for generating required deliverables.
• Strong communications skills.
• Ability to speak and present effectively.
