Job Description BAE Systems is seeking a Senior Program Manager who will report to the Director of Launching Systems, Submarine Programs, and Fleet Support. The role will be responsible for managing all aspects of a production program supporting Virginia class submarines to ensure cost, schedule, and technical performance and ensure the highest level of customer satisfaction. The Program Manager will work across functional lines to meet the program objectives. Direct, coordinate, and exercise authority for planning, organizing, controlling, integrating, and completing for a program of critical strategic significance. Develop and maintain pertinent program documentation including, but not limited to the Program Plan of Execution, Risk and Opportunity Management Plan, and Life Cycle Management Plan. Develop and present program status at Program Management and Technical reviews with customers and at monthly reviews with senior leadership. Ensure achievement of financial, schedule, technical, and new business performance objectives for the program. Ensure the adherence within assigned programs to the Operation Framework and the attestation to compliance within the appropriate sections of the Operation Compliance Statement.
Responsibilities:
  • Supervises the initiation, organization, planning, authorization of work, management, control, management of change, and close out of assigned programs according to the company’s processes.
  • Oversees the development and establishment of procedures and guidelines for daily operation of the assigned programs, and directs initial preparation, execution, and revision of the Program Plan of Execution.
  • Oversees the implementation and execution of program information management systems and controls to carry out program tasks.
  • Directs and monitors work results for meeting customer requirements, specifications, and quality assurance standards.
  • Oversees program scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.
  • Regularly evaluates performance of assigned program tasks in terms of quality, cost control, and achievement of technical, schedule, performance, and contractual objectives.
  • Coordinates program reviews and directs the preparation of status and progress reports as directed in the Lifecycle Management Guidelines and the Operational Framework.
  • Keeps upper management informed regarding program status and any technical, cost, schedule, or administrative problems within assigned programs.
  • Establishes, maintains, and promotes good customer relationships, ensures coordination of work tasks with customer representatives, and provides status and progress of assigned programs to customers.
  • Directs the work activities of employees assigned and is responsible for supporting the selection, counseling, training, development, and evaluation of the performance of team members.
  • Identifies and develops new business opportunities; develops capture plans and directs the development and preparation of proposals in response to various requests.
  • Ensures that work statements are adequately defined and that staffing requirements are correct.
  • Reviews make/buy decisions and approves the selection of subcontractors.
  • Develops a multi-year strategic plan for the business area.
  • Develops input to the company’s value plan for assigned area.
  • Supports fact-finding and contract negotiations with the customer.
  • Represents the company at appropriate customer or sponsor meetings.
Required Education, Experience, & Skills
  • Bachelor's Degree and 12 years work experience or equivalent experience
  • Experience in Program/Project Management
  • Experience in Management/Leadership
  • Experience in Defense (DoD) Contracting
  • Experience in Relationship Building and Stakeholder Management
  • Proficient with Program Scope Management, including Estimate to Complete/Estimate at Completion (ETC/EAC) processes
  • Ability to coordinate work tasks with cross functional teams, key stakeholders, and program leadership
  • Ability to interface with senior internal and customer personnel on significant matters, often requiring coordination between organizations
  • Ability to initiate, prioritize, and coordinate multiple tasks simultaneously
  • Ability to operate independently and proactively
  • Ability to communicate effectively at all levels of an organization
  • Strong teamwork and leadership skills
  • Strong interpersonal skills
Preferred Education, Experience, & Skills
  • Graduate Degree a plus
  • PMP or Professional Certifications a plus
  • Experience in Cost Type or Firmed Fixed Price Contracts a plus
  • Experience in Subcontracting a plus
  • Experience in Business Development or Sales a plus
  • Ability to manage risk and resolve issues in a variety of complex situations
  • Ability to operate effectively in a matrix organization
