Description: The Executive Director, Executive Compensation and Benefits, is the key leader of this function within Kaiser Foundation Health Plan and Hospitals. The position leads five direct reports and a total team of eight. The role will design and administer executive compensation and benefit plans and related HR policies. In addition, this function processes HR transactions and maintains HR records for active and retired executives and board directors. T he position is responsible for leading a high-performing function and will build partnerships across the total rewards and HR functions and across the business to ensure the function is operating in a way that best supports the organizational needs. The position requires a strong technical depth of experience to lead the function, plus the ability to effectively form working relationships at all levels of the organization, ensuring ongoing collaboration and success in the role. Additionally, alignment with the Kaiser Permanente mission, values and culture of treating everyone with respect is critical.
Essential Responsibilities:
- Manages execution of executive compensation and benefits services by designing, administering, and communicating them.
- Determines reasonable, market-based compensation for positions and individuals.
- Designs annual and long-term incentive plans that enable attainment of organizational objectives.
- Manages the annual compensation process for salary and incentive plans.
- Develops merit budgets and guidelines.

- Processes merit increases, incentive and perquisite payments.
- Leads and develops a high-quality executive compensation and benefits team capable of delivering excellent compensation consulting and HR services and support to managers, individual executives and HR partners.
- Effectively communicates compensation and benefits policy/philosophy, plans and processes to managers, individual executives, board directors and HR partners.
- Prepares presentations for the Board Compensation Committee and senior management. Works with external compensation consultants to prepare and review compensation data, findings, and reports
- Designs and maintains nonqualified deferred compensation plans and other executive benefits like time off, sick leave and life insurance.
- Administers nonqualified deferred compensation plans: processes enrollments, payments and forfeitures. Creates and maintains plan communications and documents. Ensures accurate recordkeeping and financial reporting.
- Administers benefits enrollment for active executives, retirees and outside directors.
- Oversees executive relocation and loan programs.
- Oversees preparation of compensation and benefit reports and filings for financial, operational, regulatory and audit purposes.
- Designs and administers HR policies, processes HR transactions and maintains HR records:
- Oversees processing of HR transactions, from hire through termination or retirement.
- Maintains HRIS records and personnel files.
- Participates in design of national and executive HR policies.
- Educates and advises managers, HR partners and individual executives on policies and practices.
- Administers executive severance policy and employment agreements. Consults with management, legal and HR business partners to determine appropriate separation benefits. Reviews separation benefits with terminated executives and their legal representatives.
- Administers the service awards program.
- Participates in HRIS upgrades, reviewing and testing new functionalities.
- Helps design, maintain and promote HR self-service capabilities.
- Creates and maintain My HR web content, including descriptions of compensation and benefit plans, HR policies and related processes.
- Ensures executive compensation and benefit plans, processes and transactions are compliant with rules and regulations, including Sarbanes-Oxley.
- Works with National Compliance to enable completion of required compliance training and conflict of interest questionnaires for executives.
- Develops, deploys and maintains accountability for all aspects of internal control in operational environments to safeguard assets and protect the integrity of financial reporting.
Basic Qualifications: Experience
- Minimum ten (10) years of experience in compensation and benefits.
Education
- Bachelors degree required.
License, Certification, Registration
Additional Requirements:
- Experience operating within a highly complex organization; able to effectively navigate a not-for-profit organization and its nuances as well as understand for-profit operations.
- Experience preparing compensation committee materials and interacting with a board of directors.
- Subject matter expertise in executive level compensation and benefits principles, practices and legal compliance; aware of trends affecting the marketplace and programs.
- Excellent strategic, analytic, and financial skills, including reduction in cost/risk and optimizing vendor structures/management.
- History of successful interaction and influence with all levels of stakeholders, particularly the board of directors, CEO and other senior executives.
- Business-oriented and consultative; contributes to the business beyond their function.
Preferred Qualifications:
- Experience leading compensation and benefits design functions within a public company setting is ideal.
