Job summary
Program Lead (Delivery Project Executive) is responsible for leading complex Agile engagements for our clients. The engagement will require you to practice unique methodology of IBM Garage, Agile and Design Thinking for our SG Public Sector clients.
Key responsibilities are
  • to lead a team of Scrum masters, developers and designers who work in agile squads and ensure that they are setup for success.
  • work with your respective counterparts in technology and user experience to ensure that the squads are able to deliver at optimum velocity.
  • Able to interact and inspire client stakeholders. Understand their ask and translate into actionable ideas. Able to elevate the impedances to the client stakeholders to create a clear runway for our clients
  • Able to manage operations related to design system and platform.
  • Able to manage project financials including IPPF in IBM
The Delivery Project Executive has the authority to run the project on a day-to-day basis. Effectively engage the Project managers and team leads to ensure project produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits for the organisation.
Detailed set of responsibilities
  • Manage a portfolio of projects for SG Public Sector
  • Provide on-site leadership for project team by building and motivating project managers and team leads to meet project goals, adhering to their responsibilities and project milestones
  • Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
  • Report on program success criteria results, metrics, test and deployment management activities
  • Participate in establishing practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization
  • Guide scrum masters to manage their squads to deliver optimum velocity.
  • Demonstrate a functional acumen to support how solutions will address client goals
  • Contribute to the Statement of Work and Specifications for the requested services.
  • Demonstrate the full understanding of the contractual agreement.
  • Develop understanding all aspects of program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues
  • Set and continually manage project and program expectations while delegating and managing deliverable with team leads/Project Managers and stakeholders
  • Develop and deliver progress reports, proposals, requirements documentation and presentations to various audiences, including project team, sponsors, CIO and key stakeholders
  • Identify and develop trusted adviser relationship with project and program stakeholders, sponsors and stakeholders
  • Coach, mentor, motivate and supervise project and program team
  • Deliver appropriate and effective executive level communication
  • Ensure that projects and programs are proceeding according to scope, schedule, budget and quality standards
  • Manage project and program issues and risks to mitigate impact to baseline
  • Continue professional development in order to keep abreast of emerging technologies, methods and best practices
  • Performance reviews and staff development
  • Establish practices, templates, policies, tools and partnerships to expand and mature these capabilities for the portfolio
Qualifications:
Mandatory
  • Bachelor’s degree with 12-15 years of experience in IT industry
  • Singapore citizen (mandatory for required security clearances). Experience working with Singapore based clients.
  • Experience in managing complex Agile projects which includes a blend of user experience and technology with TCV of S$5M and more.
  • Excellent experience in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall. Certified as Agile Scrum master.
  • Managed relationships with senior client stakeholders to establish credibility, solve problems, build consensus and achieve objectives
  • Strong experience presenting to executive sponsors and demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management
  • Needs to have an understanding of Adobe, Web and mobile technologies, user experiences and design fundamentals and cloud / microservices.
  • Excellent leadership, communication (written, verbal and presentation) and interpersonal skills. Fluent in English.
Optional
  • Certified as Agile Product Owner. SG Public sector experience.
  • Experience in various CRM technologies like Salesforce, ServiceNow, etc. Able to manage large platform maintenance contracts.
  • Mandarin speaker.
