PURPOSE OF THE JOB
The Engineering External Interface Manager has direct responsibility for ensuring the successful delivery of the specific product development within our Engineering Business Unit. All activities and responsabilities are based on, and are in line with the Product Family Requirements.
The ideal candidate is also the guardian of the integrity of the Contracts performed by Bombardier. With the close support from the Chief Engineer, the Vehicle Architects, the Configuration Manager and any other experts required, this person focuses on the technical scope of the contracts managed by a Product Family and protects the integrity of the As Sold (or As Contracted) and As required baselines. This individual chases out contract scope creep, and makes sure that the engineering costs and overtime related to any modification to the technical scope of the contract generated by the Customer, the Partner, the Suppliers or any third parties, is compensated and covered by an accurate time extension.
Main responsabilities include
• During design phase, this person is responsbile that every technical concern, risk, and opportunity related to the compliance of the company to source requirements found during the bid phase are kept in DOORS;
• mitigate the compliance, risk and opportunity analysis are following specific guidelines;
• directly contributes to the contract analysis;
• identifies the right responsible to the change (BT, Customer, Partner, Suppliers, or third parties like the Public Authority when the regulation and standards are modified);
• Ensure any requests to deviate from agreed concepts at a project level do not negatively impact the integrity of the defined principles from a Product Book and QTC perspective;
• Rigorously ensure that "stop, fix, escalate" activities are adhered to at no-go decisions;
• Identify and secure all necessary resources and capabilities needed to deliver the
• Operate as the first point of escalation for any deviation, measured in KPI’s, for all scopes within the Product Family.
• Implement a culture of cost management within the team, working towards a long-term vision of implementing a top down costing methodology, when the Product Family concept and processes are mature;
• Secure & prepare all requisite inputs necessary to build meaningful product cost visibility;
• Rigorously track and monitor all factors impacting product cost and deploy a system which drives a cost reduction ethos, by conscientiously managing all aspects falling directly under the scope of responsibility, as well as ensuring effective liaison with the other functions who contribute toward product cost;
• Provide strong leadership to deliver best in class product development performance within the product family;
• Set a clear vision, supported by the necessary delivery framework, to galvanise the teams in the delivery of the Product Families objectives;
• Develop a high performing team in the Product Family, through effective recruitment and by implementing a strong performance review and development focus;
Qualifications
• Engineering degree is mandatory;
• University degree in contract management or certification in this field highly desirable;
• Significant and demonstrable track record of successfully operating in a Global organisation delivering complex engineering ;
• Strong evidence of having successfully programme managed the associated engineering activities, requiring the integration of complex multi-discipline engineering solutions, into one product (must include the integration of complex hardware and complex software solutions);
• Experience in interpreting project (or concept) contractual requirements - which include the operating / environment conditions for the product to operate as required - and having then translated these requirements into engineering deliverables, meeting QTC (quality, time, cost) expectations;
• Tangible experience of successfully managing the product engineering risk lifecycle, underpinned by the need to operate within defined QTC standards;
• Has been directly responsible for building and managing all aspects associated with project engineering costs, from creating budgets, forecasts and delivering actual within budget;
• Tangible experience of having successfully operated in an environment requiring high levels of customer intimacy and knowledge;
• Able to give clear examples of having successfully liaised with the customer, throughout the project lifecycle, ensuring strong customer relationship management;
• Track record of building & leading a high-performing multi-discipline engineering organisation, with a team size of at least 30 engineers and at least 5 direct reports;
• Has worked as part of a multifunctional team, recognising that success stems from collaboration, whilst at the same time, understanding that each function will have its own set of objectives which may not always be aligned;
• Practical experience of System Engineering processes implementation with a focus on technical risk identification and management in complex industrial projects;
• Two (2) years of rail systems requirements related experience is a plus;
• Experience on major rail projects is a plus;
• Competence and capacity management are required;
• Experience utilizing database solutions for requirements management (e.g. DOORS);
• Systems Engineering/Integration conceptual knowledge;
• Practical experience in Project management processes implementation;
• Fluency in French and English is mandatory.
