Job Description

Intelligence, Information and Services (IIS) is seeking a procurement professional to join the Integrated Procurement Solutions (IPS) organization. The successful candidate will procure medium to complex materials and services (including software) in support of one or more programs. The successful candidate will be the focal point for interface and communication between program customers and suppliers.
Responsibilities include:
•Review and assessment of purchase requisitions to assure all criteria and requirements are included and addressed.
•Review drawings, specifications and purchase history to determine sourcing strategy.
•Prepare and issue RFQ’s (requests for quotes) to suppliers; follow-up to assure understanding.
•Ensures that enterprise, prime contract, category/product/service specific requirements are properly communicated to suppliers.
•Review quotes, analyze results and determine negotiation plans/strategies as well as addressing any exceptions to flow downs, specifications, quality notes or terms and conditions requirements.
•Conduct formal negotiations with suppliers to achieve fair and reasonable results. If needed, perform supplier assessments with the program team to finalize supplier selection.
•Formally document procurement files including details of summary of award, source justification, price analysis methodology, negotiation strategy and summary, performance to budget / target and risk assessment.
•Award purchase orders to suppliers; ensuring compliance with all company and customer requirements including government regulations (such as FAR/DFAR), public law and company policies and procedures.
•Manage supplier performance to cost, delivery/schedule, quality, technical and programmatic/contractual requirements.
•Prompt and timely response to all internal customer requests.
Required Skills:
• 4+ years relevant experience in procurement / supply chain role.
•Ability to multi-task and perform effectively in a dynamic, fast paced, changing environment.
•Excellent communication and interpersonal skills.
•Demonstrated ability to effectively manage job responsibilities in a virtual environment with minimal supervision.
•Proficiency to perform and comprehend price and cost analysis, source selection/justification, analysis of supplier quotation.
•Excellent organization and time management skills – must be able to manage multiple priorities simultaneously and meet team performance cadence.
•Demonstrated understanding of all phases of sourcing and procurement execution.
•Demonstrated Leadership skills – influence, presence, ability to interface internally and with suppliers.
•Demonstrated ability to place and manage high volume of Government purchase orders to FAR and DFAR requirements.
•Negotiation skills (internal, across the businesses and external with suppliers) - ability to lead formal negotiations and teleconferences (price, schedule and supplier exceptions to contractual flow down requirements).
•Strong analytical, problem solving skills and ability to think strategically.
•Demonstrated ability to quickly assimilate new information, processes and tools and adapt to change.
•Ability to build relationships and effectively collaborate across the enterprise in a virtual environment.
•Current Secret Security Clearance is required.
Desired Skills:
•DoD procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS)
•Proficiency with Microsoft Office suite of products including MS Word, Excel and PowerPoint
•Knowledge of SAP PRISM and other procurement tools
•Level 4 Buyer Certification
Education (including major):
•Bachelor’s degree in supply chain, business administration, finance, or similar discipline or equivalent combination of education and experience (Bachelor's Degree = 8 years of additional applicable experience).
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization. 151446BR 151446
