Responsibilities & Requirements
As the Manager of Operations Technical Services, you will be responsible for executing and implementing the strategic plans and vision for the Operations Technical Services functions at Cambia. This position brings leadership in envisioning, planning and executing on the Operations division data and reporting needs. Oversees the development of reports, dashboards, extracts, data marts, small applications, and testing processes to support Operational activities; works across various business owners and IT areas to craft solutions to meet the division’s data and information needs; manages a team of business/data analysts, and programmer analysts to deliver operational solutions and actionable business intelligence.
General Outcomes:
- Handles all management level responsibilities for staff, including performance reviews, employee development, hiring, firing, coaching, counseling, and retention.
- Establishes goals and performance objectives that align with the goals of the Cambia Operations. Monitors, measures, and reports results. Holds direct reports accountable for achieving the goals and meeting performance objectives.
- Oversees and communicates clear and consistent strategies to OTST employees, in all forms of communication (print, verbal, face- to- face). Facilitates key leadership meetings as needed.Provides team leadership and creativity in the planning and implementation of the Operations technical services strategy and assembles teams, assigns individual responsibilities, identifies appropriate resources and provide guidance and direction to project team members.
- Plans and organizes workload for staff assignments. Monitors progress, coordinates changes in priorities, and schedules to assure work is completed in an efficient and timely manner.
- Works with business teams to consolidate, streamline, and automate existing ad-hoc data analysis resources.
- Work with Operations stakeholders to identify the information needs and develop reporting and data solutions. Ensure solution compliance with all applicable data privacy regulations and policies. Responsible for data services including data architecture, data transformation, data stewardship, and end-user self-service.
- Lead the development of data controls for various data feeds and ETL processes to ensure the integrity and quality of the data.
- Collaborates with other leaders and across departments to resolve issues. Manage support relationships between Cambia Operations teams, Operations BI, and vendors. Ensures support is delivered in a service related manner to all customers.
- Keeps familiar with the latest developments in medical management programs, cost containment strategies, medical technology, and market conditions as they relate to healthcare.
- Applies knowledge of how various departments within the organization work together to make the company run effectively.
- Work with business stakeholders to identify the information needs and develop reporting solutions
- Craft solution and roadmap for Operations Technical Services solutions to provide seamless access to information from various reporting, BI and data discovery tools.
- Expected deliverables can include, but are not limited to, requirement analysis, system analysis, system design, data models, program design, source code development, test case development, testing and documentation.
- Organizes and motivates teams in multiple locations across Cambia to deliver high-quality, high-availability services.
- Supervises 4-6 FTEs.
Minimum Requirements:
- The Manager, Operations Technical Services would have a Bachelor’s degree in Computer Science, Mathematics, Business Administration, Engineering or a related field and at least 10 years of related professional experience, including at least 3 years of supervisory/leadership experience, or equivalent combination of appropriate education and experience.
- Ability to develop and lead a team including: hiring, goal setting, coaching and development (including employees in multiple locations and remotely).
- Demonstrated competency in resource and project management: budgeting, organizing work, and providing leadership to staff, strategic planning, establishing measures for success, and managing to deliverables.
- Demonstrated understanding and domain expertise within Health Insurance Operational service area(s) to include Customer Service, Claims, Membership, and/or Provider Operations.
- Understands how data is used within business processes and its impact on desired business process outcomes and reporting. Gains awareness of the security, privacy and quality requirements for critical data entities and develops processes to optimize quality and value.
- Strong communication and facilitation skills with all levels of the organization, including the ability to resolve complex issues, build consensus among groups of diverse stakeholders, manage strategic partner relationships, and effectively lead and engage internal teams in the fulfillment of roles and responsibilities.
- Knowledge of health plan operations, health plan data sources and structures, and cost containment strategies.
- Demonstrated experience in business process re-engineering or process improvements is desirable.
- Must be able to effectively adapt to rapidly changing technologies and methodologies and apply them to technological and/or business needs.
- Ability to oversee definition and documentation of business requirements with non-technical, business personnel, and translation of those requirements into a technical solution.
- Ability to develop common solutions and acceptable compromises for business users with conflicting Business Intelligence needs.
- Experience in establishing specific deliverables for staff assigned to large scale, complex projects and work.
- Proven ability to motivate teams to achieve defined deliverables and be able to work effectively with internal and external customers.
