Job Description

Minimum qualifications:

  • Bachelor’s Degree in Business, Operations, or a related field, or eight (8) years equivalent of relevant practical experience.
  • Effective analytical skills with the ability to apply structured thinking and logic to your work and provide solutions to challenges.
  • Demonstrated ability working with, and influencing cross-functional teams to achieve common business objectives; often working on multiple projects with many interdependencies in a fast-paced environment.
  • Must be able to work independently while calmly and effectively handling various and often changing priorities.
  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.
  • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

Preferred qualifications:

  • Experience in Government Property Management and compliance.
  • Knowledgeable with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARs), property management life cycle, and leading industry standards in asset management.
  • Understanding of government contracting
  • Experience with contract closeout and property disposition
  • SAP/ Microsoft SharePoint experience
  • Familiarity with PCARSS
  • Demonstrated organizational and project management capabilities.
  • Membership to the National Property Management Association (NPMA) with a CPPS or CPPA NPMA Certification.

Responsibilities:

  • Liaison to the Government Property Administrator (GPA) for all assigned government contracts
  • Manage relationships with multiple internal customers across all Raytheon AST sites.
  • Facilitate and coordinate incoming and outgoing shipment of government property with program management, contracts management (as needed), quality assurance, operations, and logistics (shipping/handling) in accordance with Government regulations, contractual requirements, and company policies.
  • Create and maintain property records in the government property management database including shipping documents
  • Perform physical inventory of government property to ensure accuracy of property records and compliance with contractual requirements and company procedures.
  • Update asset records throughout lifecycle events in the Government Property Management database.
  • Assist in utilization reviews to identify excess and/or obsolete government property.
  • Create property disposition schedules in PCARSS for DCMA administered contracts and customer-provided property disposition template from non-DCMA customers.
  • Coordinate government support during the disposition process with contracts management and other stakeholders.
  • Create and provide property closeout certification to both internal and external contract administrating entities.
  • Provide training to program management and to assigned property custodians to ensure understanding of contractual requirements and company procedures.
