Job Number: 776661 Date posted: 03/04/2019 Description: Responsible for guiding clients, including Senior Leaders, in development of project work that addresses the strategic priorities of the organization. Responsible for building on-going relationships and proactively thought partnering with key clients across the organization. Provides leadership for complex projects and/or multiple projects, including project scoping and planning, staff management, analysis and issue resolution, and deliverable development and presentation. Proactively recognizes organizational improvement areas and communicates frequently with senior leadership. Actively oversees and participates in a broad array of project work, including, but not limited to, strategy development, market assessments, operational and process improvement, policy issues, profitability assessments and major implementations. In addition to providing consulting support and project management for the organization, position is also responsible for building a strong departmental culture. Will have direct accountability for staff development and various administrative functions within the department. Will help to foster a professional, results-oriented, collaborative environment, which supports staff growth and development.

Essential Responsibilities:
  • Effectively leads large, complex and/or multiple project teams dealing with varied content.

  • Makes significant contributions and provides leadership to highly visible management projects to address issues of strategic importance to the organization.

  • Manages the work of all project participants, including outside consultants and other department staff, when used.

  • Ensures that project related expenditures are reasonable and appropriate.

  • Develops and maintains strong relationships with key clients throughout the organization (e.g. Senior Leaders, Local Service Areas, Labor Partners, other organizational departments, etc.) to proactively identify improvement opportunities and appropriate project work.

  • Effectively interfaces with key clients, including Senior Leaders, to reach mutually acceptable agreements around project scope, objectives, deliverables, timeframes and outcomes.

  • Interacts with Senior Leaders to provide thought leadership for strategic issues.

  • Work with key clients and stakeholders to achieve desired outcomes, including achieving buy in and acceptance of project scope, plans, timelines and recommendations in highly political environments.

  • Understands organizational complexity/priorities and incorporates knowledge into project design and management.

  • Ensures that work addresses root cause issues and structures work accordingly.

  • Demonstrates insight and creativity and offers options when approaching resolution of issues or problems.

  • Is proactive in identification and communication of issues or barriers that may impede the project or compromise success and takes appropriate steps to resolve them.

  • Creates a team environment that encourages collaboration, ongoing feedback and encourages participation from all levels of staff.

  • Adapts management style as appropriate to meet needs of a particular situation or team resulting in optimal performance.

  • Actively provides feedback to staff in support of individual staff development.

  • Encourages staff participation in non-project related activities that support culture and values of the department and individual development.

  • Models behavior that staff wants to emulate.

  • Develops clear project plans that result in production of high-quality deliverables and outcomes.

  • Monitors plan on an ongoing basis and proactively adjusts, as necessary, to resolve barriers and/or issues.

  • Oversees work to ensure high quality deliverable within timeframes and budget.

  • Provides insight and guidance to teams when necessary.

  • Prepares unbiased, objective information and communicates it directly and effectively to clients and Senior Leaders.

  • Communicates in a manner that is proactive, timely, influential, persuasive and effective resulting in mutually acceptable agreements.

  • Makes formal presentations to various audience levels, including Senior Leaders.

  • Provides project oversight and intercoordination of related projects.

  • Reviews all key communications and recommendations prior to presentation to Senior Leaders and/or clients.

  • Ensures that work of the department meets established standards.

  • Helps to develop, execute, and monitor department-wide activities that support the culture and values of the department.

  • Examples include, but are not limited to, definition of scope of services and strategic direction/vision, training and development, recruitment, performance appraisals and compensation, knowledge sharing, annual goal-setting, department budget monitoring and other culture enhancing initiatives.

  • Ensures that department plans are in alignment with organizational goals and priorities.

  • Shares project based and general work related knowledge with colleagues to enhance departmental performance.

  • Acts as ongoing mentor for staff.

  • Focuses on staff career development, including writing and delivering annual appraisals, providing ongoing performance feedback, recommendation of staff promotions and compensation, and approval of individual development plans.

  • Helps staff address development needs and monitors progress towards achieving career goals.

  • Ensures that successes of the department are celebrated and acknowledged.

  • Assists with the development and execution of departmental training and development processes.

  • Develops and helps to meet recruiting goals.

  • Maintains an appropriate balance of number, skill level and mix of staff.

  • Proactively communicates with Managing Director and other management team members on relevant departmental and project issues.

  • Shares learning's and assists in resolution of issues.

  • Oversees development and consistent application of departmental guidelines.

  • Addresses performance issues related to departmental guidelines and project work.

  • Basic Qualifications:
    Experience
  • Minimum seven (7) years of experience in project management, general management and/or consulting required.

  • Education
  • Master's degree or equivalent in business administration, economics, operations research, public health, health administration OR six (6) years of experience in a directly related field.

  • High School Diploma or General Education Development (GED) required.

  • License, Certification, Registration
  • N/A.


  • Additional Requirements:
  • Demonstrated expertise in multiple content areas necessary to the work of the department.

  • Demonstrated ability to determine the key business issues and develop appropriate action plans from multidisciplinary perspectives.

  • Demonstrated core consulting skills, including analytics, project management, facilitation, communication and interpersonal skills.

  • Advanced knowledge of computer applications and knowledge of data systems.

  • Proven leadership skills in a matrix management environment that includes influencing, efficiency, collaboration, candor, and openness with a focus on results orientation.

  • Experience in managing staff, including staff development, coaching/mentoring, performance reviews, and administration of guidelines.

  • Demonstrates an understanding of the operations and/or business of KP, health policy trends, and any applicable regulations related to the responsible practice area.

  • Demonstrates ability to lead project work involving various partners including Medical Group and/or Labor Partners.

  • Must be able to work in a Labor/Management Partnership environment.


  • Preferred Qualifications:
  • Healthcare experience in a health plan, medical group or hospital setting preferred.

  • Direct staff or departmental management experience preferred.
