    The Hutch Data Commonwealth (HDC) represents a new organization within the Fred Hutchinson Cancer Research Center with a mission to develop new capabilities and resources to facilitate the center’s interaction with large and complex data sets. HDC data scientists partner with center investigators in research leveraging high-dimensional data to drive requirements into the HDC product team where data and software engineers are responsible for developing and supporting robust data management and analysis platforms and tools.

    Position Summary
    The Engineering Manager, in partnership with the Product Management team, is responsible for helping guide the design, development and deployment of the HDC technology platform. This individual will be a key member of a multi-disciplinary team that is responsible for new development, feature improvements, maintenance and support for applications and systems in the HDC. Responsibilities of this position will be a combination of management of direct reports and support of the implementation teams. This role serves as part of the HDC leadership team.

    Responsibilities

    • Lead the recruitment and hiring of new team members with the active participation and input from the team and other HDC stakeholders.
    • Provide input to the Product Owner on the product strategy and vision as well as feedback on the content and prioritization of the Product Backlog items.
    • Provide continuing support and assistance to HDC delivery teams. Be prompt and proactive in helping remove impediments, address blocking issues, and provide technical architecture support.
    • Collaborate closely with product owners and the HDC Scrum Master to ensure adherence to HDC delivery processes and high productivity by protecting project teams from disturbances, disruption, or outside interference.
    • Provide advice and assistance to teams on complex technical decisions and issues that arise as part of developingHDC technology solutions.
    • Provide guidance and detailed technical design review to identify architecture or design issues that might be overlooked such as scalability, performance, security, etc.
    • Provide mentorship and career development advice and guidance to team members. This mentorship should include technical mentorship as well as interpersonal skills and other aspects of being effective and successful in a development organization.
    • Plan and manage skills development and training plans for team members. Work with individual team members to identify appropriate training areas and goals.
    • Stay current on relevant technologies and spend time getting hands-on experience with developments in the tools and technologies being used by the teams. Solicit input from Team members and other stakeholders on tools and technologies that could be useful.
    • Stay up-to-date on cancer research and biomedical informatics news. Be knowledgeable about developments within our organization, other comprehensive cancer centers, and the broader research community including both academic and industry advances.
    • Proactively manage performance measures and issues with team members.
    • Plan financial expenditures for teams, including anticipating future people requirements, skills development, and training needs, tools and technologies required, hardware, travel, and any other expenditures required.
    • Provide team member performance feedback on a regular basis and complete performance evaluations for team members.
    • Provide advice and guidance to members of HDC on the selection, deployment, implementation and use of technology solutions.
    • Enforce standards for the HDC technology ecosystem and review compliance with the agreed standards across the teams.
    • Demonstrate advanced knowledge of organization’s source data and the ability to self-educate when faced with new research challenges.
    • Provide technical thought leadership to compare and contrast different technologies to meet organizational requirements.

    Operational Responsibilities

    • Work with HDC Product Management and Engineering groups to design and deliver a technology framework for the integration, transformation and analysis of scientific data.
    • Facilitate rapid delivery on concepts and designs through prototypes presented for feedback.
    • Drive the collection of new data and the refinement of existing data sources to improve research, support new initiatives, and drive consistent improvement of analysis and data quality.
    • Encourage technical best practices for solutions from platform selection through technical architecture and implementation processes.
    • Document and communicate best practices, guidelines, and training information.
    • Ensure the service offerings are designed and implemented to meet HDC operational and security SLAs.
    • Participate in the research, design, and development of scaling strategies for the organization’s data assets.
    • Oversee software development and implementation, including:
    • Development prioritization and release schedules
    • Provide guidance for feature analysis and technical design
    • Development management (e.g., SDLC and related environments, processes, systems)
    • Test, review, approval, and coordination of developed features for release

    Qualifications

    Minimum Qualifications

    • Degree in computer science, engineering, statistics or related field.
    • Strong communication skills with demonstrated people management experience managing cross functional teams in an agile (scrum) product development environment.
    • Excellent written and spoken communication skills including the ability to negotiate effectively and win over audiences with compelling and persuasive presentations.
    • Ability to manage and influence senior stakeholder groups within a fast paced environment, anticipating future requirements across multiple parallel projects/streams.
    • Proponent for innovation, best practices, sound design with data & information optimization in mind including strong development habits and efficient team/project structures.
    • Passion for technology & understanding how things work.
    • Minimum 10 years engineering experience
    • Minimum 5 years managing a software or data engineering team, including performance management, team building, mentoring and coaching.
    • Five years’ progressive experience with database applications (MSSQL, Oracle, PostgreSQL, etc.)
    • Demonstrable knowledge of Continuous Integration/Test Driven Development and Code Analysis.
    • Robust experience with C#, Java, JavaScript and SQL.


    Preferred Qualifications

    • Five years in-depth functional and technical knowledge of Big Data technologies
    • Five years’ experience with systems performance management including CPU and I/O concepts, distributed file Systems, cluster and parallel computing architectures.
    • Prior experience with In-Memory data processing frameworks, distributed data grid, and cloud computing strongly preferred.
