Description:Lockheed Martin Corporate Engineering and Technology Office (CETO) is looking for high energy, enthusiastic and out of the box thinkers for career progression opportunities to work across the enterprise in managing Research and Development programs to develop generation-after-next technologies critical to the future success of the corporation. You will play a vital role in defining our future by driving innovative solutions for our customers. The Research Programs charter is to work collaboratively across the enterprise to support developing discriminating and longer-term, far-reaching capabilities needed to enable Lockheed Martin’s 21st Century Warfare technology strategy. Research Programs manages CETO-sponsored internal research and development (IRAD) projects. These IRAD projects focus on longer-term horizons with collaborative engagement across the Lockheed Martin research and development (R&D) enterprise to drive capability development that aligns with Lockheed Martin business and technology strategies and accelerates transition of advanced technology into business area program opportunities.
In support of Research Programs for corporate internal research and development (IRAD) projects, the CETO program manager will assist in the management of cross-Business Area (BA) internally funded R&D projects ranging in size from $.5M to $20M annually. The CETO program manager is responsible for overall program performance; cost, schedule and technical execution. Program objectives enable current and future enterprise growth by providing discriminating capabilities and products that meet our customer’s needs.
The CETO program manager will work collaboratively with the identified Business Area (BA) PM, cross-BA technical leads, principal investigators, CTO and CETO leadership and portfolio managers to accelerate and drive technology developments leveraging the enterprise to support the generation and reporting on the following:
• Technology roadmaps and strategies
• IRAD proposals, business plans, statements of work
• Program Authorization Documents (PAD)
• Intra-Work Transfer Agreements (IWTAs)
• IRAD technical, cost and schedule baselines
• Tailored project management plans, business rhythms
• Tailored earned value management
• Risk and opportunity management
• Technical Performance Measures (TPMs)
• Streamline IRAD process, reporting and compliance
• Continuous process improvements for more effective and efficient IRAD processes.
Basic Qualifications:
Knowledge and/or experience working on Intelligence, Surveillance and Reconnaissance (ISR) IRADs or programs in CETO or the Business Areas. Desired technical background in one or more of the following areas:
• All-Source Intelligence requirements for key missions
• ISR architectures and fusion algorithms
• Exploitation and processing of systems and data sources
• Collection and processing of SIGNIT, GEOINT, Multi-int data
• ISR modeling and simulation
• AI approaches to ISR
• Minimum of 3 years program management experience on a large IRAD or program
• Minimum of 3 years of leading diverse technical teams
• Experience in coordination across multiple lines of business and multi-functional organizations for internally funded research and development (IRAD) investments
• Experience planning technical efforts, include schedules, metrics and budgets; solid understanding of earned value management
• Experience with projects that include development, implementation, integration and testing
• Customer knowledge and proven technology transition experience
• Excellent written and verbal communication skills
• Demonstrated ability to thrive in a virtual, matrixed organization
• Active Secret clearance
Desired skills are the additional skills that help narrow down a qualified candidate list
Desired Skills:
• Technical experience in 2 or more of the 21st Century technology domains: Spectrum Dominance, Autonomy and MUM-T, Joint All Domain Operations, Resilient and Responsive Space, Cyber/Electronic Warfare, Advanced Comms/5G, Artificial Intelligence/Machine Learning, Edge Computing, Hypersonics/Advanced Weapons, Directed Energy, Quantum Information Sciences or Synthetic Biology
• Experience converting strategy into prioritized R&D products and deliverables combined with the development of a business case investment strategy
• Familiar with Stage Gate/R&D management processes
• Advanced degree in a technical field
• Working knowledge of Joint All Domain Operations (JADO) mission objects and DoD implementation
• Systems engineering and requirements development experience
